Request for Information (RFI): Shipyard Plural-Component Coating Application Capabilities
1. Introduction and Purpose
The purpose of this Request for Information (RFI) is to conduct market research and gauge the experience, capabilities, and technical proficiency of various shipyards in plural component spray systems. No contract will be awarded from this notice. There is no solicitation, specification or drawing available at this time, except as noted below.
2. Questionnaire / Information Requested
Interested shipyards are requested to provide detailed responses to the following questions by 4:30 p.m. EDT, May 13, 2026. Submissions may be made by e-mail to damian.w.finke.civ@us.navy.mil. Submissions are not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of shipyards capabilities. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Please be as specific as possible and provide verifiable evidence or examples where applicable.
Question 1: Past Performance
Please provide a summary of your past performance involving the successful application of plural-component coatings on Department of War (DoW), Department of Defense (DoD), or large-scale commercial vessels within the preceding 36 months.
Question 2: Coating Manufacturer Experience
Identify the specific coating manufacturers and product lines (e.g., Sherwin-Williams, PPG, International) for which your facility possesses the most extensive application experience using plural-component delivery systems. Additionally, please indicate whether your facility or your applicators hold any specific certifications, approvals, or preferred applicator status directly from these manufacturers.
Question 3: Quality Assurance and Quality Control (QA/QC) Protocols
Define your Quality Assurance/Quality Control (QA/QC) protocols for the continuous verification, monitoring, and formal documentation of volumetric mix ratios and fluid temperatures throughout the application lifecycle.
Question 4: Applicator Training and Qualifications
Do your applicators possess documented, formal training (such as Original Equipment Manufacturer (OEM) equipment training) specifically for operating and troubleshooting plural-component spray systems? Please outline the training curriculum, the frequency of required refresher courses, the number of certified applicators currently employed at your facility, and how training records are maintained and verified.
