IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO SOLICIT OR AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. THIS RFI IS A MARKET RESEARCH TOOL BEING USED TO DETERMINE POTENTIAL AND ELIGIBLE BUSINESS FIRMS CAPABLE OF PROVIDING THE SERVICES DESCRIBED HEREIN PRIOR TO DETERMINING THE METHOD OF ACQUISITION AND ISSUANCE OF A REQUEST FOR PROPOSAL.
Request for Information Synopsis: Fleet Readiness Center, Aviation Support Equipment (FRCASE), Planned Maintenance Interval (PMI) Transition for Overhaul and Maintenance, Repair, and Overhaul (MRO) Support.
1.0 Introduction
The Government is seeking information from industry regarding a potential paradigm shift in the maintenance concept for FRCASE. Specifically, this RFI seeks industry feedback, insights, and best practices regarding the impacts, benefits, and challenges of transitioning from the current status quo of unscheduled/condition-based induction of ASE for overhaul to a PMI model. This RFI specifically seeks industry’s perspective on how this transition would affect program cost, turnaround schedule, and equipment performance.
This RFI does not constitute an invitation for bids, a request for proposal, a solicitation, a request for quote or an indication that the Government will contract for the items provided by responder. The Government will not reimburse responders for any costs associated with the preparation or submission of the information requested. Response to this notice is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. The Government will disregard any requests for a solicitation package.
The Government does not intend to award a contract on the basis of this notice or otherwise pay for the information requested. The Government will not return submittals to the responders. The Government may request that responders provide additional information/details based on their initial submittals.
2.0 Objective
The FRCASE is a critical program focused on modernization, conversion, in-service repair, disassembly, and all other categories of MRO for aviation support equipment. Currently, FRCASE operates under an unscheduled, condition-based induction model, where support equipment is sent for overhaul based on component failure or degraded physical/operational condition.
The Government is exploring a strategic transition to a scheduled PMI model. Under a PMI concept, Support Equipment would be inducted for depot-level or intermediate-level overhaul at regular, planned calendar or operating-hour intervals, regardless of its immediate failure status. The objective of this RFI is to gather comprehensive industry feedback on the cost, schedule, and performance implications of this potential shift, and to gather recommendations on how to structure a future contract to optimize this transition.

Please limit your response to no more than 10 pages in length, single spaced, 11-point font minimum electronically in Microsoft Word or Portable Document Format (PDF). All submittals must reference this notice.

This RFI is issued solely for information and planning purposes and does not constitute a solicitation. The Government is not obligated to pursue any particular acquisition strategy based on the information received in response to this RFI. The Government will not reimburse respondents for any costs incurred in responding to this RFI.
