RFQ Amendment 1: The purposes of Amendment 1 are to: Provide the Government's response to a question received from a prospective contractor regarding the Secret Facility Clearance (FCL) and TRAKA-authorized reseller/installer requirements. Issue a revised solicitation and Statement of Work (SOW) to clarify the requirements for the prime contractor and subcontractors regarding the final Secret FCL and TRAKA authorization. Change the quotation due date from Monday, November 9, 2026 by 12:00 pm EST to no later than 9:00 am EST on Thursday, November 12, 2026. Contractor Question and Government Response: Question: Can the active final Secret Facility Clearance (FCL) and TRAKA-authorized reseller/installer requirements be satisfied through an eligible subcontractor or teaming partner, or must the prime offeror itself possess both requirements at the time of award? Government Response: The prime contractor must independently possess an active, final Secret Facility Clearance (FCL) at the time of award and maintain the required clearance throughout contract performance. This requirement cannot be satisfied through a subcontractor or teaming partner, regardless of subcontracting arrangements. However, the TRAKA-authorized reseller and installer requirements may be satisfied through an eligible subcontractor. The prime contractor is not required to independently possess TRAKA authorization, provided the proposed subcontractor holds the required authorization and will perform the applicable TRAKA-related services. Offerors must provide documentation demonstrating the required TRAKA authorization held by either the prime contractor or its proposed subcontractor. The prime contractor remains responsible for ensuring compliance with all contract requirements, including applicable personnel security, facility access, and subcontractor approval requirements. Revised Solicitation and Statement of Work The solicitation and SOW are revised to reflect the following requirements: 1. Secret Facility Clearance (FCL) The prime contractor must possess an active, final Secret FCL at the time of award and maintain the required clearance throughout contract performance. A subcontractor's or teaming partner's FCL cannot be used to satisfy this requirement. Interim facility clearances are not acceptable. 2. TRAKA-Authorized Reseller and Installer The TRAKA-authorized reseller and installer requirements may be satisfied by either the prime contractor or an eligible subcontractor. If relying on a subcontractor, the offeror must identify the proposed subcontractor and provide documentation demonstrating its current TRAKA-authorized reseller and installer status. 3. Technical Evaluation The Government will evaluate compliance with the final Secret FCL requirement and TRAKA authorization requirement in accordance with the revised solicitation and SOW. Failure to meet either mandatory requirement will result in a determination of technical unacceptability.
