The NATO Communications and Information Agency (NCIA) intends to issue a solicitation for the provision of Service-Based Contract for Operational Communications and Information Systems (CIS) Support Services. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) hold a Facility Security Clearance (FCL) at the level of SECRET or higher, 3) be pre-approved for participation in NATO Competitive Procurement (NCP), 4) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 5) register with NCIA’s eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement The reference for the solicitation is CO-424400-IMAC and all correspondence concerning the solicitation should include this reference. DESCRIPTION OF REQUIREMENT The purpose of this contract is to define the scope, principles, and governing rules for the provision of operational support services for designated workplace and infrastructure assets in support of NCIA’s CIS environment. The services are intended to supplement and support NCIA by performing defined operational tasks, thereby enabling NCIA’s staff to focus on other duties and higher-value activities for the benefit of the Supported Entities. The services are also intended to support asset visibility, location accuracy, and configuration management by ensuring that operational changes are appropriately executed, recorded, and, where required, verified. This contract establishes the core service framework, including the service model, task execution principles, classification rules, ordering principles, completion principles, and the relationship between the core SOW and the supporting annexes. These services include, but are not limited to, installation, movement, addition, modification, disposal, documentation, inventory-related activities, and related support services performed in accordance with the defined service framework. The contract is intended to 1) provide a clear and repeatable service model 2) enable consistent ordering, execution, and pricing of Standard Services 3) reduce ambiguity and overlap between task categories 4) support transparent workload planning and Contractor service design 5) provide controlled flexibility for bespoke or non-standard requirements 6) ensure that service delivery supports configuration management, asset visibility, location accuracy, asset accountability, security compliance, and operational continuity BECOMING ELIGIBLE TO BID NCP requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NCP. U.S. firms are approved for NCP on a facility-by-facility basis. The U.S. NCP application is a one-time application. The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The U.S. Government continues to accept the legacy NATO International Competitive Bidding (ICB) application for participation in NCP.
