Notice of Intent to Sole Source Requirement
Department of Veterans Affairs, VISN 10, Cincinnati VA Medical Center 3200 Vine Street, Cincinnati, OH 45220, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part RFO FAR 12.102(a), Acquisition of Commercial Products and Commercial Services, and in accordance with (IAW) GSAR 538.7104-3, Only One Responsible Source for a Karl Storz Blue Light Cystoscopy System.
The associated NAICS code for this is 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing). The vendor will be L1 Enterprises, Inc, Service-Disabled Veteran-Owned Small Business (SDVOSB), 618 W. Patrick St, Frederick, MD 21701, an authorized distributor for Karl Storz Endoscopy-America, Inc, large business, original equipment manufacturer (OEM).

Cincinnati VAMC OR currently utilizes OEM s blue light cystoscopy system which is at end-of-life. This system is intended to be used in the detection of bladder cancer including carcinoma in situ among patients suspected or known to have lesions based on prior cystoscopy examinations. The required items possess unique proprietary characteristics that restrict their availability to Karl Storz as the sole source. In the interest of consistency, compatibility, interchangeability, and ability to continue with current services, it is in the best interest of the VA to remain with OEM equipment
A firm-fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
