3. Salient Technical Specifications
To meet the minimum technical baseline, any proposed asset must match the following parameters of the brand-name item:

6. Federal Bureau of Prisons (BOP) Local Institutional Clauses
Due to delivery constraints within a secure correctional facility, the following localized Bureau of Prisons rules apply to the resulting award:
- BOP Local Clause: Delivery and Delivery Logistics
Deliveries will be accepted at the FCC Yazoo City Warehouse between the hours of 8:00 AM and 2:00 PM local time, Monday through Friday (excluding Federal Holidays). The delivery contractor must coordinate with the institution's warehouse staff at least 48 hours prior to arrival.
- BOP Local Clause: Security Requirements / Vehicle Contractor Clearance
The delivery truck driver and vehicle will be subject to a full search and background check upon entering institution grounds. All drivers must possess a valid State Commercial Driver's License (CDL) and a valid picture identification. No contraband (including but not limited to firearms, ammunition, explosives, knives, alcohol, illegal drugs, tobacco, cell phones, or recording devices) is permitted on federal property. Violation of these regulations may result in immediate detention and referral to law enforcement.
- BOP Local Clause: Tool Control and Accountability
Any tool, equipment, or assembly device brought into the facility by the freight carrier or setup crew must be strictly inventoried upon entrance and exit. Items must remain locked inside transport vehicles while on institutional pathways.
7. Addendum to FAR 52.212-2 (Evaluation Text)
(a) Basis for Award: The Government will award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and represents the Lowest Price Technically Acceptable (LPTA). Proposals will be evaluated on an "Acceptable" or "Unacceptable" basis. Award will be made to the lowest-priced offer that meets all technical baselines.
The following factors shall be used to evaluate offers:
- Factor 1: Technical Capability (Pass/Fail)
- Documentation: Offerors must submit manufacturer specification sheets, brochures, or an explicit technical capabilities statement demonstrating that the proposed items meet or exceed all salient characteristics listed in Section 3 of this solicitation.
- Salient Criteria Baseline: To be rated "Acceptable," the quote must explicitly confirm identical structural requirements (18-gauge exterior/16-gauge base stainless steel), exact capacity matching (at least 144–192 segregation trays with shelves), exact electrical configurations (120V / 1596W / 13.3A with a NEMA 5-20P plug), and mandated institutional security features (recessed controllers, locked latches, and tamper-proof fasteners).
- Factor 2: Past Performance (Pass/Fail)
- The Government will evaluate the offeror's record of integrity and business ethics. Offerors with no record of past performance will receive a neutral rating and will be deemed "Acceptable" for this factor.
- Factor 3: Price
- Total price will be evaluated for completeness and reasonableness. The total price will consist of the combined sum of all three (3) hardware units and all destination shipping fees listed under CLIN 0001 and CLIN 0002 compared against the internal baseline of $48,586.98.
(b) Options: Not Applicable.
(c) Written Notice: A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
