Special Notice
The Defense Health Agency (DHA) intends to negotiate on a sole source basis in accordance with FAR Part 12.102(a). The proposed source is Blood Connection, INC., 1099 Bracken Rd, Piedmont, SC 29673. This acquisition is for the procurement of Low Titer O Whole Blood in support of patients at Naval Medical Center Camp Lejeune (NMCCL), NC with the following requirements:
The North American Industry Classification System (NAICS) Code 621991 – Blood and Organ Banks.
It is the contractor’s responsibility to be familiar with the applicable FAR and DFARS clauses and provisions. The FAR and DFARS clauses may be accessed in full text at the below referenced addresses:

The contractor shall be able to provide up to 120 units of type O Whole Low Titer Blood per year that has been reconstituted and validated for use and storage in NMCCL refrigerators. All blood products shall be in compliance with local, state, and federal laws, regulations, rules and guidelines, including those of the Public Health Service Act and the US Cod of Federal Regulations. The contractor must have the ability to deliver the required blood products on an as needed basis 24 hours a day, 7 days, a week, 365 days a year including Federal Holidays to accommodate a busy trauma facility. In addition, there is the need for STAT delivery orders, which require delivery within 3.5 hours from receipt of request.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data, and pricing information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required products. Capability statements shall not exceed three (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with the sole source contract.
