MV-22 Block B to Block C Mission Computer Obsolescence Initiative Delta Non-Recurring Engineering Integration

Naval Air Systems Command, V-22 Joint Program Office (PMA-275), intends to negotiate and award a sole-source Delivery Order to the Bell Boeing Joint Project Office for the procurement of Non-Recurring Engineering required to integrate the Osprey Drive System Safety Health Information, Traffic Collision Avoidance System, and Manual Override Switch capabilities into the MV-22 Block B to Block C Mission Computer Obsolescence Initiative retrofitted aircraft.  The estimated period of performance is two years, with anticipated award in September 2027.

This action is being awarded on a sole-source basis to the Bell Boeing Joint Project Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Bell Boeing is also the only source that possesses the totality of engineering and technical data required to perform these efforts.

Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
