This market research notice is being conducted by Network Contracting Office (NCO) 17- VA South Texas (VASTHCS) facilities. The contractor shall provide all equipment as listed in the Equipment Description section below, meeting all specifications for the purpose of the addition of a Haag Streit Simulation Eyesi Surgical Complete System for surgical service and located at the Dallas VA Medical Center which is part of the VA North Texas Healthcare System (VANTXHCS). Description of Work The contractor shall provide all required equipment listed in the Equipment Description section below in brand new condition to the Dallas VA Medical Center for the surgical waste management systems in accordance with the original equipment manufacturer (OEM) specifications.

Salient Characteristics
1. System Purpose & Intended Use
• Must be a virtual‑reality surgical training simulator designed specifically for ophthalmic intraocular surgery training, including cataract and vitreoretinal surgical procedures.
• Must provide high‑fidelity tactile, visual, and instrument‑tissue interaction simulation appropriate for ophthalmology surgical education.
• System must support structured curriculum‑based surgical training, progressing from basic skills to full procedures with complication scenarios.
2. Physical Characteristics
• Dimensions must be approximately:
– 1380 mm (H) x 1170 mm (W) x 720 mm (D) – or equal form factor allowing equivalent installation footprint.
• Adjustable operating table height approx. 610–860 mm.
• System materials must include medical‑grade simulation models, precision‑machined surgical hardware, and durable microscope and display systems.
3. Power & Environmental Requirements
• Must support 100/120/230–240 V AC, 50/60 Hz power ranges.
• Operating temperature range must allow correct operation between 10–30 °C (50–86 °F).
4. Surgical Simulation Capabilities
Microscopy & Visualization
• Must include a binocular microscope with precision stereo‑visualization for high‑resolution surgical field imaging.
• Must support variable microscope focus and zoom, controlled via foot pedal.
• Optional or equal 55" OLED 3D heads‑up display system with stereoscopic visualization capability.
Instrument Handling & OR Machine Functions
• Must use lifelike surgical handpieces inserted through simulated ocular incisions, supporting cataract and retinal instrument sets (forceps, visco cannula, cystotome, phaco probe, endolaser, vitrector, infusion selections, etc.).
• Must replicate common OR phaco/vitrectomy machine functions including:
– Venturi pump,
– Peristaltic pump,
– Two‑axis foot pedal for full fluidics control.
Physical / Tissue Interaction Simulation
• Must simulate real‑time tissue behavior including deformation, tearing, cracking, fluid dynamics, red reflex changes, and retinal distortions.
5. Training Curriculum & Software Requirements
• Must include validated, structured modules for:
– Capsulorhexis
– Hydrodissection
– Phacoemulsification
– Irrigation/Aspiration
– IOL insertion
– Posterior segment surgical tasks
– Complication management
– Abstract tasks to reinforce microsurgical motor skills
• Must include integrated performance evaluation capturing instrument handling, microscope use, surgical efficiency, tissue handling metrics, and detailed post‑task scoring for learner feedback.
• Must be compatible with VRmNet or equal cloud‑based training management environment allowing instructor oversight and performance tracking.
6. System Operation Principles
• Must provide a fully immersive VR environment that allows training without risk to real patients.
• Must include software capable of simulating variable cataract densities, zonular conditions, hydrodissection quality, incision boundary zones, etc.
• Must provide modules allowing a continuous fluid training experience, transitioning between phaco, chopping, divide‑and‑conquer, and I&A techniques seamlessly.
7. Safety & Operational Restrictions
• System must only be operated within manufacturer‑specified environmental conditions (10–30 °C).
• System must include biomedical safety documentation and training capability by manufacturer‑authorized personnel (or equal).
8. Intended End‑Item Application (for Government Use)
• High‑fidelity surgical VR simulator used for ophthalmology resident training in cataract and vitreoretinal surgery.
• Must be compliant with OEM specifications required for clinical education environments at VA medical
