Baltimore Longitudinal Study of Aging (BLSA) image processing services.
This is a Notice of Intent to Sole Source (NOI), not a request for proposal. The National Cancer Institute intends to negotiate on an other-than-full-and-open competition basis with Department of Electrical Engineering Vanderbilt University, Director of the Center for Computational Imaging Vanderbilt University Institute of Image Science, 2301 Vanderbilt Place, PO Box 351679 Station B, Nashville, TN 37235-1679 for BLSA neuroimaging data. Vanderbilt University Director has developed methods for two unified regression and inference approaches, model II regression and regression calibration, for use in massively univariate inference with imaging data. These methods use the design matrix paradigm and account for both random and non-random imaging regressors. The staff are uniquely experienced with these methods and their application to BLSA data. These methods, as well as other customized scripts written for BLSA data. In addition, the Director and staff have substantial experience in segmentation and analysis of muscle and fat in both MRI and CT images. The Subject matter expert is uniquely qualified to accomplish the goals and to meet the timetable for deliverables given his prior development of code required and quantitative analysis for the specified image processing and longitudinal analyses, as required for continuity of BLSA research. This acquisition involves continuing work on BLSA multi-modal longitudinal image analysis for which the subject matter expert has demonstrated excellent past performance and innovation.
While this pre-solicitation does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. However, vendors who believe that they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact prior to the closing date and time of this notice. Interested parties should clearly address the experience related to BLSA data. Such documentation shall be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement by referencing “PCA-NIA-02936.”
The statutory authority for this sole source requirement is 41 U.S.C. 3204(b)(2) as implemented by FAR Overhaul 12.102(a) only one source is available. THIS IS NOT A REQUEST FOR PROPOSAL.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
