Portable Toilet Rental and Maintenance Services

This is a combined synopsis/solicitation for commercial services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 under the Revolutionary FAR Overhaul (RFO) and has incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2026-01 dated 03/13/2026.  This announcement constitutes the only solicitation.  Offers are being requested and a separate written solicitation will not be issued.

Solicitation number 70LGLY26QGLB00031 is issued as a Request for Quotation (RFQ) to provide Portable Toilet Rental and Maintenance Services for the Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC), Student Services Division (SSD) located in Glynco, Georgia.

This commercial services acquisition is being solicited as a competitive Total Small Business Set-Aside.  It is anticipated that a single Firm-Fixed-Price award will be made as a result of this solicitation.

The North American Industry Classification System Code (NAICS) is 562991 – Septic Tank and Related Services and the Small Business Standard is $9.0 Million.  The Product/Service Code is S299 – Housekeeping-Other.

All questions regarding this solicitation must be received must be received electronically via email to the Contracting Officer, Michael Winstead, at michael.winstead@fletc.dhs.gov no later than 5:00 PM EDT on 06/16/2026 to allow adequate time to provide answers.  All Q&As will be posted as an amendment to the solicitation on SAM.gov.

All quotations must be received electronically via email to the Contracting Officer, Michael Winstead, at michael.winstead@fletc.dhs.gov no later than 5:00 PM EDT on 06/24/2026 to receive consideration. 

Note:  Attachment 1 - Schedule of Items must be completed in addition to annotating the blocks 23. Unit Price and 24. Amount for the CLINs on the SF1449 in order to be considered for award.  

Amendment 001 to the solicitation to incorporate the Q&As is hereby issued.  The quotation due date is extended until 5:00 pm EDT on 07/08/2026.  All interested offerors must acknowledge this amendment as part of their quote.  Offerors that have already submitted a quote have the option of submitting a revised quote by the new offer due date and time.
