Amendment 0001: The purpose of this amendment is to incorporate the updated Ordering Guide and remove the Supply Chain Risk Management (SCRM) Plan submission and evaluation requirements from Sections L and M of the basic solicitation. Please note that the SCRM requirement is not being eliminated; rather, it is being shifted from the basic contract level to the task order level, as now detailed in the revised Ordering Guide (dated 19 May 2026).

This update is a procedural and formatting change that only shifts the SCRM Plan submission from the basic contract to delivery order proposal submission; it is not considered a material change. Accordingly, there will be no extension to the proposal due date.

Purpose: This is a solicitation/Request for Proposal (RFP) or an Invitation For Bid (IFB).

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Multiple Award Contract (MAC) - Indefinite Delivery, Indefinite Quantity (IDIQ) – Contract Period - Five (5) year contract with one (1) five (5) year option, for a potential total contract length of 10 years Items:

• Remanufacture - Accessory Drive Gearbox (ADG) -NSN:2835012080169RP

• Remanufacture - Jet Fuel Starters (JFS) – NSNs:2835013083769RP, 2835016892101RP

The Accessory Drive Gearbox and Jet Fuel Starter are utilized in the Secondary Power System of the F-16 C/D Aircraft.  The JFS is a back to back centrifugal compressor-turbine engine which provides shaft horsepower directly to the ADG. The ADG itself acts as an interface between the JFS and the Power Take-Off (PTO) shaft.

Restricted to Qualified Sources: See FAR Part 52.209-1 The requirements of FAR 9.202(a) apply. Sources must be qualified prior to being considered for award. Interested vendors that have not been previously approved for this acquisition must submit a Source Approval Request (SAR) package to the Source Development Small Business Office or the Contracting Officer. As prescribed in FAR 9.202(e), the contracting officer need not delay a proposed award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards (see attached RQR). Contract will allow for on-ramping of qualified sources.
