UPDATE: 06 AUG 2026

The purpose of this Amendment - 0002 is to formally extend the response deadline, incorporate site visit documentation, and address industry questions as follows:

1. Extend the Request for Proposal response deadline from Monday, 10 August 2026, at 10:00 AM CDT, to Thursday, 13 August 2026 at 10:00 AM CDT.

2. Update the Performance Work Statement to incorporated revised language. All revisions are clearly highlighted in red font.

3. Site Visit Sign-In Log: Incorporated herein as "Site Visit Sign-In Sheet 24 Jul 2026."

4. Site Visit Photographs: Provided for informational purposes herein as "B2652 Demolition w. Abatement Photos."

5. Questions & Answers (Q&As): Official Government responses to vendor-submitted questions are provided herein as "QA - FA301626R0032 - B2652 FSH Harlequin Theater Demo" IAW the RFP.

6. Update the Atch 3.1_B2652 Utility Map to incorporated designation of electric (Red), water (Blue) and sewer (Green) utility service lines.

All other terms and conditions remain unchanged.

IAW 8.2. Solicitation: Submit a signed SF 1449 (blocks 12, 17, 26, and 30 completed) signed by an individual authorized to bind the offeror. Include signed copies of any amendments (SF30) in order, starting with the most recent.

This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. 

Solicitation number FA301626R0032 is issued as a Request for Proposal (RFP) for a non-personal services requirement. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform the demolition of one (1) building (B2652, Harlequin Theater) located at Joint Base San Antonio (JBSA) Fort Sam Houston.

This acquisition is set aside 100% for HUBZone small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of these provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul 

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse a firm for any costs.

Instructions: Offerors are required to review the solicitation and all associated attachments in their entirety. Please follow the Instructions, Conditions, and Notices to Offerors or Quoters (Pg. 23) within the solicitation and submit proposals in accordance with (IAW) the Evaluation Factors for Award (Pg. 27) .
