SOURCES SOUGHT NOTICE
INTRODUCTION
The Government is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for 4th Combat Aviation Brigade (4CAB) Staff Ride Little Bighorn Battlefield Montana.
THIS IS A Sources Sought Notice ONLY. The Fort Carson Mission and Installation Contracting Command (MICC) Office is issuing this source sought synopsis as a means of conducting market research to procure 4th Combat Aviation Brigade (4CAB) Staff Ride services on a small business set aside basis, provided 2 or more qualified small businesses respond to this source sought notice with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.
We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this Sources Sought Notice and further market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

REQUIRED CAPABILITIES
The contractor shall provide a non-personal service for a total of 70 Army personnel for the period of 22-24 September 2026 at Garryowen, Montana in vicinity of the Little Bighorn Battlefield. Life support services to include latrines, hand wash stations, meals and lodging for two nights in cavalry style tents to include padded cots during the period of performance. The Contractor shall provide a mounted staff ride of Custer’s route, native and cavalry weapons familiarization, visits to Rosebud Battlefield, Crow’s Nest, Morass, Lone Teepee, and Gravesite of the Unknown Soldier. The Contractor shall provide in-person instructors/presenters that are knowledgeable on the battles and Native American history. Contractor shall also provide lectures on frontier army life, 7th Army’s march to Little Big Horne, and march to Souix 1876 Centennial Campaign. Instruction should include a cultural Native American Educational talk from a Crow Tribe elder.
The contractor is responsible for executing all tasks in accordance with established concepts, responsibilities, policies, and implementing procedures, and shall meet all performance standards identified in this contract.
If your organization has the potential capacity to provide this service, please provide the following information:

2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administration and management structure of such arrangements.
The Government will evaluate market information to ascertain potential
market capacity to:
1. Provide labor, equipment, and technology consistent to those described in this notice and otherwise anticipated.
2. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully provide requirements.
ELIGIBILITY
The applicable NAICS code for this requirement is 611430, Professional and Management Development Training.
Contractors with a Small Business Size Standard of $15,000,000.00 annual
revenue. The Product Service Code is U008: Education/Training — Training/Curriculum Development.
Each respondent must clearly identify their business size in their capabilities statement.
The contract type is anticipated to be Firm Fixed Price
Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, because there is no goal/target requirement for a small business. There is no requirement for a subcontracting plan in which goals/targets would be stipulated. A small business must comply with the limitations of subcontracting clause which is distinct from a subcontracting plan. This requirement would only be effective at the time of a firm’s response to an Issued Solicitation and is not practical for evaluation, assessment or consideration during a sources sought. A sources sought notice is intended to Enhance Market Research and not intended as a detrimental tool or sword to cutoff a small firm by Evaluating the responses to a sources sought notice as if they were responses to the Governments’ Issued Solicitation. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
