Combined Synopsis/Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotations are being requested and a written solicitation will not be issued.
The solicitation number for this requirement is 9531BM26Q0029. This solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01.
The requirement is issued as a 100% total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is NAICS code is 333517, “Machine Tool Manufacturing”.
The National Transportation Safety Board (NTSB) requires the purchase and delivery of one (1) pulsed laser cleaning machine, SFX Laser BPC-500, or equal. The named product establishes the characteristics and level of quality that will satisfy the Government’s requirement. Equal products will be considered in accordance with FAR 52.211-6, Brand Name or Equal.
The equipment shall be new and current production. Used, refurbished, remanufactured, demonstration, or protype equipment will not be accepted.
Background
The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, transit, highway, marine, pipeline, and commercial space-- and issuing safety recommendations aimed at preventing future accidents.
The NTSB has a requirement to purchase one (1) pulsed laser cleaning machine. This equipment will aid in the removal of rust, contaminants, coatings, and paint from portions of accident wreckage and components so that examination and testing can be performed. This type of evidence surface preparation has traditionally been done by contracting a third-party vendor for sandblasting. Laser cleaning is less damaging to the underlying material than abrasive sandblasting or chemical methods of surface contaminant removal and will better preserve the condition and features of the evidence under examination. Laser cleaning will also reduce the amount of hazardous material waste generated by sandblasting and chemical methods of surface preparation.

The contractor shall provide firm-fixed pricing for the item listed below. The quotation shall include all costs necessary to provide the required equipment, operation manuals, one-year warranty, and FOB Destination delivery in accordance with this RFQ.

Minimum Salient Characteristics
The pulsed laser cleaning machine, shall meet the following minimum specifications:
The quotation shall clearly identify the manufacturer and exact model offered and shall include manufacturer technical literature sufficient to verify compliance with each minimum salient characteristic.
Review the attached RFQ document and attachments which are attached hereto and incorporated herein for a detailed description of the requirement.
Brand Name or Equal
FAR 52.211-6, Brand Name or Equal, applies to this acquisition.
A quoter offering the referenced SFX Laser BPC-500 shall identify the manufacturer and exact model offered. A quoter offering an equal product shall clearly identify the manufacturer and model number and furnish descriptive literature sufficient to establish that the proposed product meets or exceeds each minimum salient characteristic.
For an equal product, the quotation shall include a concise compliance cross-reference identifying each salient characteristic, the offered specification, and the technical-literature page or section supporting compliance. Any modification required to make the offered product conform to the requirements shall be clearly identified.
The Government will evaluate an equal product based on information furnished with the quotation or specifically identified in the quotation and reasonably available to the Contracting Officer. The Government is not responsible for locating technical information that the quoter has not identified.
Delivery
The offeror shall deliver the laser cleaner and all necessary operational manuals within 60 calendar days of the date of award.

Basis for Award
The Government intends to award one (1) firm-fixed-price contract to the responsible Contractor whose quotation conforms to the requirements of this RFQ and represents the lowest-priced technically acceptable quotation.
The Government will evaluate quotations using the following factors:
Factor 1: Technical Acceptability
Technical Acceptability will be evaluated on an Acceptable/Unacceptable basis. To be determined technically acceptable, the quotation must offer a new pulsed laser cleaner that meets each minimum salient characteristic and other material requirement of this RFQ; provide sufficient technical information to verify compliance; meet the required delivery schedule; and take no exception to a material requirement.
A quotation that does not demonstrate compliance with each minimum salient characteristic and other material requirement will be determined technically unacceptable and will not be considered for award. Features or capabilities exceeding the stated minimum requirements will not receive additional evaluation credit.
Factor 2: Price
The Government will evaluate the total firm-fixed price for the requirement and will evaluate price for reasonableness using appropriate price analysis techniques.
Evaluation Factor Order of Importance
Technical Acceptability is a threshold requirement. Among quotations determined technically acceptable, award will be made to the responsible quoter submitting the lowest total evaluated price. No tradeoffs will be made between price and non-price factors.

Electronic Dissemination of Combined Synopsis/Solicitation
Access to this RFQ and amendments will be posted on the Contracting Opportunities website https://sam.gov/content/opportunities. Amendments to the combined synopsis/solicitation shall be publicized in the same manner as the initial synopsis/solicitation. All Contractors are cautioned that it is your responsibility to frequently check back to the website to ensure that you have received all issued amendments.
System for Award Management
Contractors must have an active SAM registration by the quotation due date. A Contractor without an active SAM registration by the quotation due date will not be considered for award.

The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date.
Amendment 1: The purpose of this amendment is to revise the solicitation provisions and contract clauses applicable to this acquisition, clarify the applicable North American Industry Classification System (NAICS) code, and extend the quotation due date.
