Amendment [0001] – Removal of Total Small Business Set-Aside

This amendment revises the acquisition strategy for the Artisan Link Pro Special Stainer requirement.

The RFQ was initially issued as a Total Small Business Set-Aside based on market research identifying small business resellers as potential sources for the required equipment. Subsequent to issuance of the RFQ, the Original Equipment Manufacturer (OEM), Agilent Technologies, confirmed to the Government that the Artisan Link Pro Special Stainer is not sold through reseller channels.

Based on this additional market information, the Government no longer has a reasonable expectation of receiving quotations from two or more responsible small business concerns capable of providing the required brand-name product. Accordingly, the Total Small Business Set-Aside is hereby withdrawn, and the RFQ is amended to permit competition on an unrestricted basis.

The requirement remains brand name only for the Artisan Link Pro Special Stainer. All other requirements remain unchanged except as specifically revised by this amendment.

The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), is issuing this Request for Quotation (RFQ) for the acquisition of one (1) Artisan Link Pro Special Stainer, brand name only, including delivery, installation, calibration, and associated installation documentation.

The equipment will support the CDC Infectious Diseases Pathology Branch (IDPB) in performing specialized staining techniques used for tissue-based diagnostics. This acquisition addresses a time-sensitive mission need to replace aging laboratory equipment and maintain continuity of IDPB’s diagnostic operations. The Artisan Link Pro provides the small-batch testing capability required by the laboratory and supports continuity with existing CLIA diagnostic processes.

This is a competitive brand-name-only requirement. The brand-name restriction applies to the product required and does not restrict competition to a particular vendor. Vendors capable of furnishing the required Artisan Link Pro Special Stainer are encouraged to submit quotations in accordance with the attached RFQ.

The Government anticipates award of a Firm-Fixed-Price purchase order.
