Loligo Systems Aquatic Multi-Channel Respirometry System Upgrade

PRESOLICITATION NOTICE

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Loligo Systems ApS, for the procurement of an automated, multi-channel aquatic respirometry system and compatible high-precision experimental chambers meeting the specifications in the Statement of Need (SON) in support of the Northeast Fisheries Science Center (NEFSC), Fisheries ecology Branch (FEB). This contract is expected to have a period of performance of 90 days from the award date with an expected delivery timeline of 6-8 weeks after award. No set aside is to be used for this sole source requirement. The associated NAICS code is 334516.

This notice of intent is not a request for competitive proposals and no solicitation documents exist for the requirement. Sources interested in responding to this notice are required to submit a capabilities statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capabilities statements received by the due date of this notice will be considered by the Government. 

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. 

Capabilities statements are due no later than Thursday, 6 August, 2026, by 1300 Eastern Time.
