Enclosed is a Request for Proposals (RFP) for the provision of preventive maintenance services for the Chiller Plant Building Management System (BMS) at the U.S. Embassy Singapore. If you would like to submit quotation, follow the instructions in Section L of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.
Offerors are advised that performance of this contract will occur in Singapore and may create business-registration, licensing, tax, Goods and Services Tax, employment, immigration, and other legal or regulatory obligations under Singapore law. Each offeror is solely responsible for obtaining appropriate independent legal, tax, accounting, and other professional advice necessary to determine its ability to perform the contract lawfully and comply with all applicable requirements. The U.S. Government will not provide legal or tax advice, sponsor an offeror’s establishment in Singapore, or reimburse costs arising from an offeror’s failure to identify or comply with such requirements. Offerors that have not determined that they can legally perform the required services in Singapore should not submit a proposal.
The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/ based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if necessary.
The Embassy intends to conduct a pre-proposal conference at the U.S. Embassy Singapore. The conference will be held on July 17, 2026, at 1500 hours (local time) at the U.S. Embassy Singapore . Prospective offerors should contact Choon Peng Ong at ongcp@state.gov or +65-6476 9087 by July 15, 2026 for additional information or to arrange entry to the building.
Proposals are due by August 11, 2026, at 1630 hours (local time). No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
Your proposal must be submitted electronically to SGProcurementRFQ@state.gov. It is important to ensure your submission complies with the file size and format requirements. Files must be submitted in Microsoft Word (doc or docx), Microsoft Excel (xls or xlsx) or Adobe Acrobat (pdf) format. Each e-mail, including attachments, must not exceed 30MB. If your submission exceeds 30MB, divide it into multiple emails, ensuring that each email (including attachments) is less than 30 MB.
In order for a quotation to be considered, you must also complete and submit the following:

2. Section B, Pricing
3. Section K Representations and Certifications
4. Additional information as required in Section L
6. Proof of SAM Registration
Offerors shall be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to the submittal of their proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may result in the determination that the offeror is non-responsible and no further consideration will be given to the proposal. Therefore, offerors are strongly encouraged to register immediately if they are interested in submitting a response to this requirement.
