Technical Capabilities & Experience: Summary of relevant past performance completed within the last three (3) years on underground storage tank (UST) fueling systems, conduit breakout/pour-back, overfill drop tube replacements, and Veeder-Root or automatic tank gauge (ATG) sensor/alarm installations. Licensing & Certifications: Confirmation that personnel hold required state/local UST service technician certifications, Veeder-Root certified installer/technician credentials, and applicable electrical licensing. Rough Order of Magnitude (ROM): Optional feedback on typical lead times, mobilization timeframes, and commercial pricing structure for tasks of this nature. PART 2: STATEMENT OF WORK (SOW) 1.0 Objective & Overview The Contractor shall furnish all necessary labor, supervision, materials, tools, equipment, testing apparatus, and transportation (except for specified Government/Owner-Furnished Equipment) to perform concrete breakout and conduit correction, electrical re-wiring, drop tube replacement, and overfill alarm installation across designated fueling facilities. 2.0 Detailed Scope of Work by Facility and Task TASK AREA 1: Premium Tank Sump Conduit Repair & Electrical Remediation The Contractor shall repair incorrectly poured conduit serving the Premium tank sump, complete necessary electrical re-pulls, and restore the concrete pad to original structural grade. Demolition & Concrete Breakout: Precision sawcut and breakout existing concrete around the Premium tank sump to expose the buried conduit line. Protect adjacent sump structures, lid seats, and underground utilities from collateral damage during breakout operations. Conduit Clearing & Realignment: Cut apart the obstructed/incorrect conduit run and clear out concrete or foreign debris resulting from the prior incorrect pour. Reconnect the conduit run using code-compliant, liquid-tight, fuel-resistant fittings and conduit rated for Class I, Division 1/2 hazardous fuel environments. Ensure proper pitch, sealing, and alignment. Electrical Wiring & Terminations: Pull new electrical conductors/wiring from the main building panel/control area to the tank sub-unit junction box in accordance with the National Electrical Code (NEC/NFPA 70). Terminate all wiring connections, verify seal-offs, and conduct comprehensive continuity, insulation resistance (megger), and operational tests to ensure proper equipment operation. Civil Restoration: Backfill excavated trench using suitable aggregate, compacted in uniform lifts to match surrounding base compaction specifications. Form and pour back high-early-strength concrete to match the existing grade, thickness, and finish of the fueling apron. TASK AREA 2: Facility 6047806 – Tank 3 Drop Tube Replacement The Contractor shall remove obsolete fill hardware and install a compliant drop tube assembly on Tank 3. Hardware Removal & Disposal: Remove the existing fill adapter, fill cap, and drop tube assembly. Safely load, manifest (if required), transport, and legally dispose of all obsolete components off-site in compliance with all local, state, and federal environmental regulations. Furnish & Install New Hardware: Furnish and install one (1) new OPW overfill prevention drop tube (or Government-approved equal), one (1) new fill adapter, and one (1) new heavy-duty locking cap. Special Technical Condition: Work assumes the existing drop tube is removable without structural failure and the existing spill container (spill bucket) remains sound and reusable. If the drop tube is seized or the spill bucket is found to be compromised/damaged, the Contractor shall immediately notify the Contracting Officer Representative (COR). Any required replacement of seized components or spill containers shall be evaluated and authorized via a formal bilateral change order prior to proceeding. Regulatory Compliance Verification: Set and verify that the drop tube shutoff mechanism operates at the exact level mandated by 40 CFR Part 280 / state UST regulations (e.g., 95% tank capacity shutoff or 90% flow restriction). Deliverables & Documentation: Document pre-work conditions, intermediate installation stages, and final configuration with high-resolution digital photographs. Submit photos and completed compliance checklist with the final job completion paperwork. TASK AREA 3: Facility 6047801 – Overfill Alarm Installation The Contractor shall remove the existing overfill alarm and install owner-provided Veeder-Root monitoring hardware. Demolition: Disconnect and remove the existing overfill alarm unit; transport and dispose of all removed scrap components off-site. Installation of Government/Owner-Furnished Equipment (GFE/OFE): The Government/Owner will provide: One (1) Veeder-Root Overfill Alarm (Part # 790091-001 / SKU: 790091-001) One (1) Veeder-Root Universal Sensor Mounting Kit (Part # 330020-012 / SKU: 330020-012) The Contractor shall furnish all certified labor, wiring, hardware, seals, and incidental consumables to properly mount, wire, and integrate the alarm with the existing automatic tank gauge (ATG) system. Testing & Commissioning: Perform functional operational checkout of the Veeder-Root alarm and sensor assembly to verify positive alarm annunciation and correct signal communication to the console. Deliverables & Documentation: Take detailed digital photographs of the completed installation, wiring junction, and console status screen indicating an operational, alarm-free condition. Submit completion paperwork and test verification logs to the COR. 3.0 Site Cleanup, Waste Management & Housekeeping Debris Haul-Off: The Contractor shall continuously maintain a clean and safe work zone. Upon completion of each task, the Contractor shall collect, load, haul off, and legally dispose of all concrete rubble, excavated soils, cut conduit, old wiring, discarded drop tubes, and packaging debris. Hazardous Materials: Any fuel-wetted materials or petroleum rags generated during servicing shall be managed and disposed of in accordance with applicable RCRA and local environmental standards. 4.0 Submittals and Deliverables Deliverable Site Safety Plan & AHAs Activity Hazard Analysis for sawcutting, confined spaces, and hazardous fuel zones Technician Certifications Veeder-Root certified technician & state UST licenses With quote / proposal submittal Drop Tube Compliance Verification Documented drop tube shutoff height calculation and verification sheet Photo Documentation Package Clear digital photos showing before, during, and after conditions for all tasks Disposal Manifests/Receipts Proof of lawful disposal for concrete and metallic/fuel-wetted scrap 5.0 Safety, Code Compliance & Working Conditions Safety Regulations: All work shall comply with OSHA 29 CFR 1910 and 1926 standards, NFPA 30 (Flammable and Combustible Liquids Code), NFPA 30A (Motor Fuel Dispensing Facilities), and NFPA 70 (National Electrical Code).
