Foundation Sustainment Services (FS2) Bridge Notice of Intent

Notice of Intent to Sole Source – FS2 Bridge Contract

Under the authority of RFO 6.103-1(c)(2), the National Geospatial-Intelligence Agency (NGA) intends to issue a sole source contract to Leidos for the Foundation Sustainment Services (FS2) bridge contract.

Purpose: The purpose of this bridge contract is to support the FS2 program through April 2028. The IDIQ will allow for the continuation of services for each Task Order under the current FS2 contract, until a follow-on competitive IDIQ can be awarded. 

Scope: The FS2 bridge contract will continue the existing integration, software maintenance, operations support, and limited development activities necessary to sustain current mission capabilities supporting the Source Directorate and its mission partners. These services support the established set of operational and modernized capabilities already implemented in support of the mission. Mapping, Charting, & Geodesy (MC&G) capabilities and services supported under the bridge include the mission areas of Aeronautical, Maritime, Topographic, Geopolitical Geography (including Human Geography, Political Geography, and Names, Places and Boundaries), Elevation, Geodesy (including Global Positioning System (GPS), Soils, Surveys, and Gravity), and Controlled Imagery.

FS2 bridge contract will be established as a cost-plus fixed fee (CPFF), cost reimbursement (CR) and time and materials (TM) with a 12-month base period. The anticipated ordering period is April 2027- April 2028.

NGA intends to award in accordance with RFO 6.103-1(c)(2) “Only one responsible source and no other supplies or services will satisfy agency requirements”.  The Government has an immediate need to continue FS2 services without interruption while NGA completes revisions to the delayed FS3i follow-on acquisition. The incumbent is the only responsible source capable of maintaining uninterrupted performance of the full FS2 scope within the time required.

This notice is in accordance with RFO Subpart 5.101 and is not a request for competitive proposals. Interested parties may submit capabilities information.  However, it would be more useful to the government to hold off until the follow-on FS3i notice is published.  NGA intends to finalize FS3i’s acquisition strategy and solicit in Q1 of FY27.  This FS2 bridge contract is only intended to continue services until the FS3i acquisition is awarded.
