NOTICE OF SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quote (RFQ); quotes are being requested and a written solicitation will not be issued.

SCHEDULE OF SERVICES (CLIN STRUCTURE) The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to implement a Junior Leadership Development Training Program for the Recruiting and Retention Battalion (RRB) of the Indiana Army National Guard (INARNG) in accordance with the attached Performance Work Statement (PWS).

• CLIN 0001 (Base Year): Junior Leadership Development Services Period of Performance: September 29, 2026 – September 28, 2027 Quantity: 12 | Unit: Month

• CLIN 1001 (Option Year 1): Junior Leadership Development Services Period of Performance: September 29, 2027 – September 28, 2028 Quantity: 12 | Unit: Month

• CLIN 2001 (Option Year 2): Junior Leadership Development Services Period of Performance: September 29, 2028 – September 28, 2029 Quantity: 12 | Unit: Month

DESCRIPTION OF REQUIREMENTS A detailed description of the services, deliverables, and performance standards required under this solicitation is located within the accompanying Performance Work Statement (PWS) attached to this posting.

SUBMISSION REQUIREMENTS & INSTRUCTIONS To be considered for award, interested offerors must submit a complete quote package via email. There are no formatting requirements. All packages must contain the following:

PART A: TECHNICAL & PAST PERFORMANCE PROPOSAL

1. Technical Approach: A detailed description of the work to be performed, demonstrating the contractor's capability and plan to meet the requirements of the PWS (including curriculum development, market analysis, quarterly in-person training, and monthly virtual sessions).

2. Past Performance: Evidence of a demonstrated record of successfully delivering similar services on time and to customer satisfaction.

PART B: PRICE PROPOSAL

1. Detailed pricing information for CLIN 0001, CLIN 1001, and CLIN 2001 as described in the CLIN structure above.

KEY PROCUREMENT TIMELINE

• Questions Due Date: Friday, August 7, 2026, at 4:00 PM EST. All questions regarding this solicitation or the PWS must be submitted in writing via email to the Point of Contact below prior to this deadline.

• Quote Due Date: Friday, August 14, 2026, at 4:00 PM Eastern Time. Quotes received after this deadline will be considered late and may not be evaluated.

BASIS FOR AWARD The Government will award a contract resulting from this RFQ to the responsible offeror whose offer, conforming to the RFQ, represents the BEST VALUE to the Government, considering Technical Capability, Past Performance, and Price (as detailed in the accompanying "Evaluation Criteria" document).
