General. This Sources Sought is issued for informational and market research purposes only. It is not a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or a solicitation under FAR Subpart 5.2.
The purpose of this Sources Sought is to obtain information regarding industry interest, capabilities, and qualifications so the Government can make informed acquisition decisions. We encourage responses from both large and small businesses, including Small Business, Small Disadvantaged Business, 8(a) firms, HUBZone firms, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Veteran-Owned Small Business (VOSB). All interested parties are strongly encouraged to respond.
Responses to this Sources Sought will be used by the Government to support market research, assess available sources, and inform any future solicitation.

TUS Army Corps of Engineers, Portland District, is soliciting services to satisfy NWD Regulation 1130-2-7 which dictates that transformer oil is to be sampled and analyzed annually. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform annual transformer oil sampling and analysis of specified transformers at Bonneville Lock and Dam located at Exit 40 on Oregon Interstate Hwy 84 as defined in this Performance Work Statement.
This is a firm fixed price commercial performance-based service contract for a 12-month base year plus four optional years that may be exercised at the discretion of the Government. The period of performance is anticipated to be from 01 July through 31 June 2026 for the 12-month base and then 01 July through 31 June of the applicable calendar year for the remaining four optional years.
Laboratory Testing and Analysis of Oil Samples. The contractor’s own laboratory shall test oil samples and perform test result analysis on all oil samples within 30 days after obtaining oil samples. Analysis of the oil samples shall be according to the most recent ASTM methods as outlined below:
1) Neutralization # or Acidity – ASTM D974
2) Interfacial Tension – ASTM D971
3) Dielectric Breakdown Voltage – ASTM D877 or D1816
4) Color – ASTM D1500
5) Relative Density or Specific Gravity – ASTM D1298
6) Visual Appearance – ASTM D1524
7) Sediment Assessment – ASTM D1524
8) Oxidation Inhibitor Content – ASTM D2668
9) Liquid Power Factor at 25 deg C and 100 deg C – ASTM D924
10) Moisture Content including a calculated “% Relative Saturation” and “%Moisture by Dry Weight” – Karl Fischer Method – ASTM D1533
11) Furan Analysis – ASTM D5837
12) Dissolved Gas Analysis – Gas Chromatography Method – ASTM D3612
13) Metals in Oil (Copper, Aluminum, Iron) – ICP or Inductively Coupled Plasma Spectrograph method – ASTM D7151
Specific Laboratory Requirements. The contractor’s laboratory shall participate in ASTM’s semi-annual Proficiency Testing Program for insulating oils. This laboratory shall have a historical record of acceptable “z-scores” and be capable of producing evidence thereof. The laboratory shall perform a historical review of oil results in order for trends to be interpreted and to identify conditions that may be affecting equipment
