Project Title: Individual Water Supply Well Installation

Description:
The Indian Health Service (IHS) intends to issue an Invitation for Bids (IFB) for a construction project consisting of drilling and construction of an individual water supply well at Cahuilla Reservation in Anza, CA.. Work includes, but is not limited to, well drilling, casing installation, screen or slotted casing, grouting, filter pack installation, well development, test pumping, disinfection, water quality analysis, and installation of submersible pump, drop pipe, and associated appurtenances. All work shall be performed in accordance with the contract specifications and drawings.

Magnitude of Construction:
In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000.

Procurement Method:
This acquisition will be conducted using sealed bidding procedures in accordance with FAR Part 14.

Competition:
This requirement will be issued as full and open competition.

Small Business Size Standard: $45.0 Million

Solicitation Availability:
The solicitation (IFB) is anticipated to be issued on or about May 5, 2026, and will be available electronically at SAM.gov. No hard copies will be issued.

Site Visit:
A site visit [will be conducted. Details will be provided in the solicitation.

Bonding Requirements:
Bid, performance, and payment bonds will be required.

Labor Standards:
This procurement is subject to the Davis-Bacon Act, and the applicable wage determination will be included in the solicitation.

SAM Registration:
Offerors must be registered in the System for Award Management (SAM.gov) at the time of award.
