The Naval Air Systems Command (NAVAIR), on behalf of PMA-271 (Airborne Strategic Command, Control and Communications Program Office), posts a DRAFT Request for Proposal (RFP) for the PMA-271 E-6B Mercury Depot MRO effort. This notice is a follow-on to the E-6B MRO Presolicitation Notice N00019-25-RFPREQ-APM271-0012 posted on 09 April 2026. NAVAIR intends to solicit for a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for MRO services for the E-6B aircraft under Federal Acquisition Regulation (FAR) Part 6 full and open competition. The IDIQ is anticipated to include one (1) five-year ordering period with the option for one (1) additional five-year ordering period from Fiscal Year (FYs) 2027 through 2036.
The scope of work under this IDIQ contract will include performing scheduled and unscheduled depot maintenance tasks and repairs in accordance with the Planned Maintenance Interval Specification, aircraft modifications via technical directives and engineering change proposals, and material fabrication. This effort will also include aircraft inductions for standalone drop-in modifications and repairs and a Contractor Field Team to support modifications and repairs offsite.
Anticipated award is third quarter of Government Fiscal Year (FY) 2027. The 24 July 2026 response date identified in this posting is the response date for receiving Industry comments and questions associated with the DRAFT RFP. The DRAFT RFP, including all attachments, will be posted in the Solicitation Module of the U.S. Government PIEE website with restricted access and will only be made available to companies incorporated in the United States as verified via SAM.gov.
The intent of this posting is to solicit feedback from Industry on the DRAFT RFP and associated attachments prior to issuing the final RFP. Please submit questions using the file named “Draft RFP Question and Answer form_Offeror Name.xlsx” and replace Offeror Name with your Company name. This file is posted in the Solicitation Module of the U.S. Government PIEE and will be accessible with the DRAFT RFP and associated attachments after Offerors are granted access following the procedures set forth under “Access to documents”. Please submit questions not later than 24 July 2026. Any proprietary information provided in the questions or comments shall be marked or annotated accordingly. Classified material SHALL NOT be submitted.
Access to documents – The DRAFT RFP and associated attachments may contain Controlled Unclassified Information (CUI) and may contain information whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751, et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C. App. 2401 et seq.). Accordingly, all requests for access to the DRAFT RFP and associated attachments must be in writing and shall include a statement that the company intends to submit as a prime contractor, company name, address, and Commercial and Government Entity (CAGE) Code (as it appears in SAM.gov and as registered in the PIEE Solicitation Module), as well as a certified copy of a DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact Defense Logistics Information Service at (800) 352-3572 or https://www.dla.mil/Logistics-Operations/Services/JCP/#jointcertification-program-jcp-office; company name, address, and CAGE code (as it appears in SAM.gov and as registered in the PIEE Solicitation Module). After obtaining a certified DD Form 2345, each potential Offeror shall transmit via email its written request for access to the DRAFT RFP and associated attachments, with the certified DD Form 2345 attached to the email to Contract Specialists Mr. Timothy C. Ayers (timothy.c.ayers.civ@us.navy.mil) and Mr. David T. Guy (david.t.guy.civ@us.navy.mil). Prior to granting access to the DRAFT RFP and associated attachments, the Government will verify that the company requesting the data is incorporated within the United States based on CAGE code listing in SAM.gov. Upon review of the potential Offeror’s written request and verification of potential Offeror’s status in SAM.gov, the Government will provide the potential Offeror access to the DRAFT RFP and associated attachments in the Solicitation Module of the U.S. Government PIEE website.
Distribution of CUI by a potential Offeror to that potential Offeror’s team members, partners, subcontractors, suppliers and/or vendors shall be the responsibility of the potential Offeror and shall be limited to a “need to know” basis. All guidance contained herein with regard to handling, distribution and destruction of CUI data shall be flowed down to all subcontractors and team members. Those who access or take receipt of any technical data shall comply with all laws, export controls, and distribution statements associated with the document.

Additionally, NAVAIR is providing an opportunity for vendors to attend a Virtual Pre-Solicitation Conference and virtual One-on-One meetings to discuss the DRAFT RFP and associated attachments on 29 July 2026 and 30 July 2026, beginning at 08:00:00 AM (Eastern Time) and ending at 15:00:00 PM (Eastern Time) via Microsoft Teams.
The Virtual Pre-Solicitation Conference and One-on-One Meetings will be held at the unclassified level. To attend either or both meetings, register via email to Contract Specialists Mr. Timothy C. Ayers (timothy.c.ayers.civ@us.navy.mil) and Mr. David T. Guy (David.t.guy.civ@us.navy.mil) by 24 July 2026 at 05:00:00 PM (Eastern Time).
Registration for either meeting must be completed in advance and is required for participation.
Registration must include a list of attendees (name, title, phone number, and email). Exceptions will not be made for late registration. Changes to the registration information (cancellation or substitution) can be made up until 12:00:00 PM (Eastern Time) on 27 July 2026. Registration requests received after the deadline will not be accepted. Registered companies will be notified via email on or about 27 July 2026 with the time and information on how to join each session.
Participation in the virtual meetings is neither mandatory nor is it a prerequisite to future participation by a potential Offeror in any potential future solicitations/contracts.

Naval Air Systems Command (NAVAIR) intends to solicit for a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for EPMH Overhaul and Repair services for the E-6B aircraft under Federal Acquisition Regulation (FAR) Part 6 full and open competition. The IDIQ is anticipated to include one (1) five-year ordering period with the option for one (1) additional five-year ordering period from Fiscal Year (FYs) 2027 through 2036.
The scope of effort under this IDIQ contract will include performing scheduled and unscheduled depot tasks, within-scope repairs, in-service repairs, light planeside manufacturing and fabrication, and modification to airframe structures and aircraft systems per NAVAIR issued E-6B Technical Directives and E-6B depot technical manuals. To the largest degree possible, the Bill of Material parts to support the effort herein will be supplied by the E-6B Contractor Logistics Support (CLS) provider from stock that is owned by the E-6B program.
Fulfillment of these requirements will take place primarily at the contractor's facility, but may also be at Tinker AFB, OK and/or other locations as required when directed by the Government. The contractor’s facility where the MRO services will be performed within continental North America.
Interested parties must be registered under the North American Industry Classification System (NAICS) code in the System for Award Management (SAM.gov).
The draft solicitation is anticipated to be available for comment on or around the end of May 2026. The final solicitation, and all attachments necessary to prepare a proposal are anticipated to be available on or about mid fourth quarter 2026, with a tentative closing date 30 days after final solicitation posting. It is the responsibility of the potential vendors to monitor SAM.gov for any information that may pertain to a future solicitation.
