What: Naval Surface Warfare Center Philadelphia Division (NSWCPD) Commercial HVAC Maintenance and Repair Services Industry Day

Registration for the Industry Day is now available.
Please submit your request to attend the Industry Day via email to David.a.rhoads8.civ@us.navy.mil and Rishi.m.mathur.civ@us.navy.mil no later than 13 May 2026, 12PM EDT. The subject line of the email should read: "Industry Day Registration: Commercial HVAC Maintenance Services." Please provide name, address of company, and POC’s with email addresses that would like to attend the Industry Day via Microsoft TEAMS platform.
NSWCPD plans to conduct an industry day for the purpose of advising industry about upcoming requirement for Commercial HVAC Maintenance and Repair Services contract. This requirement provides full-service maintenance and repair for approximately 1,200 pieces of HVAC equipment at the Philadelphia Navy Yard. Equipment ranges from a 5-ton split system to a 300-ton centrifugal chiller; and many various units between.
Project Requirements: The selected contractor will be responsible for a comprehensive preventative maintenance, inspection, and repair program for all HVAC equipment. The scope of work includes, but is not limited to:
• Preventative Maintenance: Scheduled inspections, cleaning, lubrication, filter changes, and testing of all HVAC units.
• Repairs: As-needed repair services, including all necessary parts and labor.
• Emergency Services: 24/7 on-call availability for emergency repairs.
• Record Keeping: Maintaining detailed records of all maintenance and repair activities for each piece of equipment.
Industry Day will allow the Navy to discuss the requirements in an effort to enable industry partners to help strategize an approach to meeting the upcoming demand. NSWCPD will post the presentation materials after meeting occurs. All briefings and discussions will be conducted at an unclassified level.
NSWCPD will send individuals who submitted a request to attend via email, a Microsoft Teams link prior to the event for audio, visual and Q&A access. For those unable to register for Microsoft Teams, NSWCPD will provide a conference call dial in number for audio access to the presentation.
Participants are encouraged to submit questions in advance. Registered participants will be able to submit questions to the government during the event through the Microsoft Teams platform. A Q&A summary will be made available after the event for those unable to attend.
Please submit advance questions by Wednesday May 13th at 12:00pm EDT to David.a.rhoads8.civ@us.navy.mil and Rishi.m.mathur.civ@us.navy.mil. Questions should include the subject line " Commercial HVAC Maintenance and Repair Services Industry Day Vendor Question - [Insert Company Name] - [Insert Detail Here]". Do not include any procurement sensitive, controlled unclassified or classified information in submitted questions.
All federal contractors (large and small) that are interested in learning about these NSWCPD requirements are encouraged to attend this event. There is no cost to attend this event.

- A separate Sources Sought Notice (Notice ID: N64498-26-RFPREQ-PD-102-0039) has been published in SAM.gov requesting interested parties’ submission of capabilities statement.
- Neither the planning nor the establishment of an Industry Day constitutes a Request for Proposal (RFP) or a Request for Quote (RFQ). Participation in the Industry Day, as well as current and/or follow on Requests for Information, is neither mandatory nor is it a requisite to future participation by a contractor in any future contract Request for Proposal (RFP). Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this Industry Day notice. The Government will not assume liability for costs incurred by any attendee for travel expenses or marketing efforts.
