Anticipated Requirement Description The U.S. Secret Service (USSS) anticipates a nationwide requirement for construction management and related design, engineering, security, infrastructure, and maintenance services at Government-owned or leased facilities and other Government-designated locations throughout the United States and its territories. Work may include new construction, renovations, retrofits, system upgrades, emergency repairs, and sustainment activities performed in occupied, operational, secure, or time-sensitive environments. Depending on the task order, firms may be required to provide services across the full project lifecycle, including: Planning, requirements development, site surveys, existing-condition assessments, project scoping, and cost estimating. Architectural and engineering design management, design review, value engineering, constructability review, and preparation of procurement-ready design documents. Acquisition and preconstruction support, including bid evaluation and contractor-vetting assistance. Anticipated task orders may cover one or more of the following service areas: Physical security enhancements: Perimeter controls, security booths and command posts, vehicle and pedestrian access points, site improvements, structural hardening, ballistic or blast-resistant features, secure rooms, doors, gates, locks, and related protective measures. Electronic security systems: Video surveillance and management, intrusion detection, access control, command-and-control, intercom and notification systems, supporting networks and equipment, system programming, cybersecurity hardening, integration, testing, and operator training. Preventive and corrective maintenance: Inspection, testing, calibration, software and firmware maintenance, troubleshooting, repair, component replacement, emergency response, spare-parts support, lifecycle assessment, and documentation for covered systems and infrastructure. The scope is broad and non-exhaustive. Each task order may establish the applicable locations, technical requirements, deliverables, performance standards, schedule, security restrictions, acceptance criteria, and maintenance obligations. Firms may need to integrate new, existing, legacy, or proprietary systems while minimizing disruption and maintaining safety, security, and continuity of operations. The Government anticipates that some future requirements may involve concurrent task orders of significant value.
