REQUEST FOR INFORMATION (RFI) / MARKET INTELLIGENCE NOTICE Notice: This is a Request for Information (RFI) for market intelligence and for informational purposes only. This announcement does not constitute a Solicitation or a Request for Proposal (RFP), and no solicitation is currently available. Participation in this RFI is strictly voluntary. The Government will not be obligated to award any agreement or contract because of this RFI, nor will it reimburse respondents for any costs associated with the preparation or submission of information. Submitting a response will not affect a firm’s ability to submit a proposal should a formal solicitation be issued in the future. NAICS Codes: EIE480 - 236210 – Industrial Building Construction EIE482 – 236220 – Commercial and Institutional Building Construction (Note: While Other Transaction Authority is not subject to FAR-based small business regulations, this NAICS code is provided for market research to help the Government understand the size and demographics of the interested industrial base.) Small Business Size Standard: $45 Million The U.S. Army Corps of Engineers (USACE), Alaska District, has requirements for two separate Military Construction (MILCON) projects at Eielson Air Force Base, Alaska: EIE480 – Construct Coal Thaw Shed Extension: Extend the existing coal thaw shed at the Coal Handling and Processing Plant (CHPP) by approximately 8,439 square feet to provide heated storage and thawing capacity for six additional coal cars, supporting 24 hours of coal storage. The project includes north and south shed extensions; reinforced concrete slabs; thermal and moisture protection; insulated overhead doors; fire suppression; plumbing; heating, ventilation, and air conditioning; electrical work; and interior and exterior lighting. The current schedule identifies design start in FY27 and construction start no earlier than FY29, with a period of performance from FY27 through FY30. EIE482 – Loop Fire Station: Construct a South Loop Fire Station and crash rescue station to support required emergency-response times for the south half of Eielson AFB’s airfield and aircraft crash-rescue operations. The project includes a 14,440-square-foot fire station for a nine-person shift with four apparatus bays, apparatus support, living, training, emergency communications, administrative, and support spaces; a 48,400-square-foot power check pad for full-power jet-engine testing; and a gun buttress for safely addressing jammed aircraft guns. The current schedule identifies design start in FY27 and construction start in FY29, with a period of performance from FY27 through FY34. Estimated Acquisition Magnitudes: EIE480 – Construct Coal Thaw Shed Extension: Approximately $20.8 million. EIE482 – Loop Fire Station: Approximately $37 million. Planned Acquisition Strategy: The Government anticipates utilizing an Other Transaction (OT) Agreement for each project. The final delivery method has not been determined and may be Progressive Design-Build (PDB) or Construction Manager at Risk (CMAR), as informed by market intelligence and Government requirements. The Alaska District is conducting market intelligence to assess industry capability and interest in supporting these efforts utilizing an OT Agreement under the authority of 10 U.S.C. § 2808a. This authority permits the Secretary concerned, subject to applicable statutory requirements, to enter into transactions other than contracts, cooperative agreements, or grants for facility repair and construction projects, including planning, design, engineering, prototyping, piloting, and execution. This authority is distinct from the Department of Defense prototype OT authorities commonly associated with 10 U.S.C. § 4021 and 4022. The Government will use market-intelligence responses to inform the appropriate delivery method, acquisition approach, and project-specific terms for each requirement. The anticipated delivery approach is expected to include the following phases, subject to the final acquisition strategy and project-specific solicitation terms: Phase 1: Design and Pre-Construction Services. The OT Awardee shall collaborate with the Government and, as applicable, the Designer of Record (DOR) or project design team to support scope validation, constructability, cost estimating, schedule development, risk management, design coordination, and development of a proposed construction price. Phase 2: Final Design and Construction. Upon reaching an agreed-upon level of design and completion of pre-construction activities, the Awardee may submit a proposed Guaranteed Maximum Price (GMP) or other agreed-upon construction price, as identified in the applicable solicitation. If the Government accepts the proposed price, the Government may authorize construction execution. If the parties cannot reach agreement on price or other required terms, the Government retains an off-ramp to complete the requirement through an alternative acquisition or delivery method.
