SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Vertical Transportation System Maintenance and Repair Services located at FHCC VAMC , North Chicago IL. o Captain James A. Lovell Federal Health Care Center, North Chicago, IL. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238290. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Background: The objective of this requirement provide for the preventive maintenance, scheduled repairs, and emergency response (available 24 hours per day, every day of the year), of the vertical transportation systems located at the Captain James A. Lovell Federal Health Care Center ( FHCC ), Naval Station Great Lakes, 3001 Green Bay Road, North Chicago, Illinois 60064-3048, as set forth in this Performance Work Statement. Safe, reliable operation of all vertical transportation system components (collectively VTS Components ) is critical to patient care, and the Contractor shall execute all requirements of this Contract with this in mind. A complete listing of all VTS Components, including twenty-nine (31) elevators, two (2) cart lifts, and two (2) dumbwaiters, is set forth in the Vertical Transportation System Schedule at the end of this Statement of Work. Any additional vertical transportation system components put into service after award of this Contract shall be included in the Vertical Transportation System Inventory at price(s) consistent with the current Price Schedule via bilateral Modification, in accordance with FAR 52.212-4(c). Lovell Federal Health Care Center Contract Overview. The purpose of this Firm Fixed Price Contract is to provide for the preventive maintenance, scheduled repairs, and emergency response (available 24 hours per day, every day of the year), of the vertical transportation systems located at the Captain James A. Lovell Federal Health Care Center ( FHCC ), Naval Station Great Lakes, 3001 Green Bay Road, North Chicago, Illinois 60064-3048, as set forth in this Performance Work Statement. Safe, reliable operation of all vertical transportation system components (collectively VTS Components ) is critical to patient care, and the Contractor shall execute all requirements of this Contract with this in mind. A complete listing of all VTS Components, including twenty-nine (31) elevators, two (2) cart lifts, and two (2) dumbwaiters, is set forth in the Vertical Transportation System Schedule at the end of this Performance Work Statement. Any additional vertical transportation system components put into service after award of this Contract shall be included in the Vertical Transportation System Inventory at price(s) consistent with the current Price Schedule via bilateral Modification, in accordance with FAR 52.212-4(c). Basic Contractor Responsibilities: The Contractor shall provide all personnel, equipment, material, parts, software, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary for execution of the work to be performed under this Contract. Any work found to be nonconforming to the terms of this Contract shall be promptly corrected by the Contractor at no additional cost to the Government. All work shall be performed in a neat and professional manner, including the removal of all trash and debris at the completion of any and all work. Applicable Standards: In addition to compliance with all other standards set forth in this Contract, all work performed under this Contract shall comply with the most current version of the following standards: American Society of Mechanical Engineers ( ASME ) 17.1: Handbook on Safety Code for Elevators and Escalators; ASME 17.2: Guide for Inspection of Elevators, Escalators, and Moving Walks; ASME 17.3: Safety Code for Existing Elevators and Escalators; National Fire Protection Association ( NFPA ) 70: National Electrical Code; NFPA 70E: Standard for Electrical Safety in the Workplace; VHA Directive 1028: Facility Electrical Power Systems; and Original Equipment Manufacturer ( OEM ) standards for each VTS Component. Contractor Workspace: The Contractor will be provided Government space to use for storage and conduct daily work operations. The Contractor shall maintain such workspace in a clean, neat manner and abide by all requirement of this Contract and FHCC Safety Rules. Parts and Materials: All parts and materials supplied by the Contractor shall be of OEM design and/or specification. If OEM-compliant parts or materials are not available, the Contractor shall provide an equivalent, which shall be approved by the COR, in the COR s sole discretion. The Contractor shall furnish all lubricants and cleaning supplies necessary to perform the work set forth in this Contract. The Contractor shall furnish all parts and materials for Preventive Maintenance, as set forth below in Paragraph B, of VTS Component equipment to ensure each component s safe, reliable operation, including without limitation: machines, motors, hydraulic controllers, selectors, worn gears, thrusts, winding commutator, rotating elements, contacts, coils, relays, shunts, resistance for operating and motor circuits magnet frames, cam car doors and hoist way door hangers, tracks and guides, door operating devices, interlock and contacts, car gates, safety devices, governors, push buttons, annunciator, hall lanterns and indicators, signal lamp replacement, and all other elevator signal and accessory equipment Contractor Staffing: Based on the requirements of this Contract, it is expected that the Contractor shall provide at least one (1) qualified elevator mechanic, as defined below, to work full-time on the FHCC campus during Business Hours. Hours of Operation: Normal hours of facility operation ( Business Hours ) are Monday through Friday, 7:30 a.m. 4:00 p.m. Local Time, except for the following Federal Holidays: New Year s Day; Birthday of Martin Luther King, Jr.; Washington s Birthday; Memorial Day; Juneteenth National Independence Day; Independence Day; Labor Day; Columbus Day; Veterans Day; Thanksgiving Day; Christmas Day; and Any other day declared a Federal Holiday by Presidential Proclamation. Preventive Maintenance. Purpose: The purpose of preventive maintenance is to: (1) maintain all VTS Components in safe, reliable operating condition; and (2) identify deficiencies as early as possible so that repairs can be made. Control Quality Control Plan: Within thirty (30) days of the effective date of this Contract, the Contractor shall provide a Control Quality Control ( CQC ) Plan to the COR for approval, in the COR s sole discretion. The CQC Plan shall detail the preventive maintenance to be performed on a weekly, biweekly, monthly, quarterly, semiannual, and annual basis, in accordance with this Paragraph. The CQC Plan shall include a document for the Contractor to certify the reliability of all components and shall be submitted to the COR during the last week of each month. Scheduling: Preventive maintenance shall normally be conducted during Business Hours unless specified otherwise in this Contract or with the prior concurrence of the COR, in the COR s sole discretion. Any work performed outside of Business Hours shall be accomplished at no additional cost to the Government. Any work to be performed outside of Business Hours shall be requested at least fourteen (14) days prior to the day(s) being requested. The Contractor shall coordinate all utility shutdowns with the COR at least twenty-one (21) days prior to the day(s) being requested. Preventive Maintenance Services: Preventive maintenance shall include, without limitation: Examination: The Contractor shall systematically exam system condition/performance, including without limitation: riding in an elevator car to each floor; inspecting audible and visual indicators in machinery and mechanical spaces; and submitting findings and corrections on approved service reports. VTS Component Inspection: The Contractor shall conduct periodic inspections of each VTS Component in order to identify and correct any deficiencies. Any deficiencies affecting safe operation of that VTS Component shall be repaired immediately. Deficiencies not affecting safe operation shall be repaired within five (5) Business Days. It is expected that each VTS Component inspection will take at least one (1) hour. VTS Components shall be periodically inspected as follows: Hoist-type elevators weekly; Hydraulic elevators biweekly; Cart lifts biweekly; and Dumbwaiters biweekly. Adjustment/Cleaning/Lubrication/Repair: The Contractor shall adjust, clean, lubricate, and make repairs as necessary to ensure safe, reliable operation of all VTS Components, including without limitation the equipment set forth below during each VTS Component inspection at the intervals stated above, or more frequently as directed by the COR, in the COR s sole discretion, at no additional cost to the Government: Hoist motor and generator brushes checked for wear and cleaned, lubricated, and adjusted as necessary; Accumulated carbon dust removed from commutators, brush rigs, and windings at the same time; Repair of fans as needed; Machine, motor and controller parts including without limitation: worms, gears, thrusts, bearings, brake magnets, brake shoes, brushes, field and armature windings, commutators, rotating elements, coils, contacts, resistors, magnate frames, solid state electrical components and other electromechanical parts; Selector and dispatching equipment relay printing circuit boards, SCR controls, condensers, transformers, contacts, leads, timing devices, computer devices and traveling cables; Governors, governor sheaves and assemblies, bearings, contacts, governor jaws, governor cables and car safety; Deflector or secondary sheaves, bearings, car and counterweight buffers, care and counterweight shoes, including rollers or gibs, top and bottom limit switches, governor tension sheaves assembly, compensating sheave assembly, hoist ropes, governor ropes, compensating ropes and chains, load weighing equipment, car frame, car safety mechanism, platform, and wooden platform flooring; Door operator, clutch assembly, pick-up rollers, interlocks, hoist way doors hangers, bottom door guides, safety edges, electric eyes, astragal, auxiliary door closing devices, hatch indicators, vanes, car and hall lanterns, fixtures, power fans, position indicators, access switches, and inspection stations; Guide rail clips properly lubricated as needed; renew guide show gibs or guide rollers as applicable to assure smoother and quieter operation; Examine all safety devices and governors and equalize the tension on all hoisting ropes; Pumps, pump motors, operating valves, valve motors, motor windings, leveling valves, plunger packings, exposed piping, hydraulic tanks on hydraulic elevators, and furnish hydraulic fluid as needed Power plant, consisting of its enclosure, pump, motor, power transmission elements between the pump and motor, valves (of every kind), strainers, mufflers, gaskets, and all other accessories; All hoist way equipment of any kind, including fastenings to the building; all electrical wiring, conduit, ducts, traveling cables, etc., from and beyond the elevator equipment of every kind to the main line disconnect switches and hoist way outlets; All piping, fittings and accessories (such as vibration dampeners, silencers, etc.,) between the pumping plant and the jack unit (unless buried underground); Emergency lighting, firemen s service equipment, automatic power door operators, landing and car door hangers, landing and car door contacts, door protective devices, hoist way door interlocks, bottom door guides, manual door closer and auxiliary door closing devices; Machine brakes, motors, generators, controllers, relay panels, selectors, leveling devices, operating devices, interlocks and contacts, guide shoe roller guides, guide grooves in hoist way and car door sills, hangers for all doors and car doors or gates, single system car safety devices, governors tension frames, and sheaves in pit shall be accomplished quarterly; and Testing of the drainage pumps located in the elevator pits shall be accomplished semiannually. Cleaning: The Contractor shall clean the following areas at the intervals set forth below, or more frequently as directed by the COR, in the COR s sole discretion, at no additional cost to the Government. Equipment and equipment areas shall be cleaned daily so that they are kept presentable. Brush-clean guide rails, overhead sheaves and beams, counterweight frames, tops of cars, platform bottoms, secondary areas, pits, and machine room floors. This cleaning shall occur at least monthly. Remove all accumulated rubbish from the equipment rooms and pits. This cleaning shall occur at least monthly. Thoroughly clean all machine room equipment, hoist way equipment, machine room floors and walls, hoist way walls, secondary areas, pits, in-car fans, and supporting structures. This cleaning shall occur semiannually, typically during April and December, unless otherwise directed by the COR. Cleaning and refinishing of the interior or cars and exterior of hoist way doors and frames are excluded under this Subparagraph. Operating and Safety Feature Maintenance: The Contractor shall ensure that all operating and safety features meet OEM performance levels, as follows: All hoist ropes shall be examined and the tension equalized. All hoist ropes, compensating ropes and governor ropes shall be replaced whenever necessary to ensure maintenance of adequate safety factors; Motor windings extending to elevators from circuit breakers in machine room, secondary areas, and hoist ways shall be repaired or replaced when required. Circuit breakers and their fuses are not included; and Leveling at floors shall be kept within ¼ inch tolerance. Painting: The Contractor shall prepare and paint machine room floors, hoist motors, pits, secondary areas, and the exterior of all other elevator equipment subject to rust. This painting shall occur annually, typically in December, unless otherwise directed by the COR. The Contractor shall submit the methods and materials to be used for painting to the COR for approval, in the COR s sole discretion. Performance Demonstration: The Contractor shall maintain the performance of the elevators within OEM specifications. The Contractor shall fully demonstrate to the COR that performance of all elevator command and automatic group supervisory and control systems are within OEM specifications semiannually, typically during June and December, unless otherwise directed by the COR, as well as thirty (30) days prior to the expiration date of this Contract. The Contractor shall not: Be responsible for repair or replacement of building items, hoist way or machine room walls, car enclosures, car finish, floor materials, hoist way entrance frames, doors and sills and signal fixture face plate; and Be responsible for machines, auxiliary disconnect switches, fuses, and feeders to control panels. Reporting of Defects/Needed Repairs: The Contractor shall report, in writing, any defects or needed repairs discovered in any of the VTS Components to the COR within twenty-four (24) hours of discovery. If such defect/needed repair affects safe operation of any VTS Component, the Contractor shall take all immediate actions necessary to protect life and property at no additional cost to the Government, and then notify the COR. Firefighter s Service Checklist Requirements. All elevators provided with firefighter s service shall be subjected monthly to Phase I evaluation recall and a minimum of one floor operation on Phase II to assure the system is maintained in proper operating condition, in accordance with Rule 211.1 (3), (3a), (3b), (3c), (3d), (6), (7), (8) and (9) ASME Code A17.1-1990 or latest edition. A written report of findings on the operations shall be documented per Rule 1206.7 ASME/ANSI Code A17.1-1990 or latest edition. The report shall be turned over to the COR, Chief, Engineering Service or his/her designee within ten (10) workdays after the inspection and checks. The firefighter s service tests (Elevator Recall-Patient Care Elevators) shall be performed once a month before or after Business Hours or on weekends in coordination with the COR. Firefighter s Service Tests are typically conducted weekdays, 5:00 a.m. 7:30 a.m. Local Time and shall be accomplished at no additional cost to the Government. Scheduled Repairs. Any repairs necessary to maintain the safe, reliable operation of the VTS Components shall be accomplished via a properly awarded Contract modification in accordance with FAR 52.212-4(c) or by a Government Purchase Card order number. Contract modifications shall be awarded in the sole discretion of the Contracting Officer, provided that the price of such modification provides best value to the Government. Any quotes submitted by the Contractor shall provide a firm fixed price that includes all labor, materials, travel, and wait-times. Vandalism/Misuse: Elevator repairs necessitated by vandalism/misuse are not covered under this Contract. In cases of suspected vandalism/misuse, the COR shall determine, in the COR s sole discretion, whether the damage was caused by vandalism/misuse. Vandalism/misuse repairs shall be processed in accordance with Paragraph D Scheduled Repairs. Emergency Response. Emergency response shall be available at any hour of any day of the week with the response times noted below, as requested, at no additional cost to the Government. Prompt emergency service in response to requests by telephone or any other means of communication reasonably capable of alerting the Contractor, from the Engineering Officer, COR, or their designees, is required. Response Time means the physical presence of a qualified elevator mechanic on-site within the required time limits. ON-SITE RESPONSE TIME FOR EMERGENCY RESPONSE: Business Hours: Thirty (30) Minutes; and Outside of Business Hours: Two (2) Hours. ON-SITE RESPONSE TIME FOR EMERGENCY ELEVATOR ENTRAPMENT CALLS: Business Hours: Thirty (30) Minutes; and Outside of Business Hours: One (1) Hour. IF THE EMERGENCY RESPONSE IS DUE TO A DEFECT/NEEDED REPAIR THAT AFFECTS SAFE OPERATION OF ANY VTS COMPONENT, THE CONTRACTOR SHALL TAKE ALL IMMEDIATE ACTIONS NECESSARY TO PROTECT LIFE AND PROPERTY AT NO ADDITIONAL COST TO THE GOVERNMENT. Conditions under which emergency services may be requested include: Elevator P21, Bldg. 66 is out of service; Any two (2) of the three (3) elevators in Bldg. 131,133,133EF,133CA and Building 134 are out of service; Passenger(s) are trapped in an elevator serviced under this contract and cannot be freed by station personnel; or Any other situation deemed to be an emergency by the Engineering Officer, COR, or their designees, in their sole discretion. Maintenance Safety. At all times, the Contractor shall keep the machine rooms, hoist ways, pits, and all other VTS Component areas, in clean and safe condition. The Contractor shall provide suitable metal receptacles for deposit of waste or flammable materials. The Contractor shall periodically (at least weekly), remove such waste or sooner if the metal receptacles are filled. All ladders, scaffolding, tools, equipment, personal protective equipment, etc. shall be OSHA-approved for the work to be performed. Contractor shall use caution signs as required by OSHA regulations. Caution signs shall be on-site on at the commencement of this Contract. The Contractor shall purchase and issue all chemicals in their original containers. Materials that require precautionary warnings shall have affixed to all containers such labels or markings as are prescribed by law, regulatory agencies, or this Contract. Contractor shall furnish to the COR two (2) copies of Material Safety Data Sheets (MSDS) for all products proposed for use, a minimum of seven (7) days prior to beginning service, for approval. Contractor must update copies of the MSDS on an annual basis. In addition, each time a new chemical product is proposed to be introduced into the facility, a copy of that product's MSDS must be provided to the COR for approval, in the COR s sole discretion, prior to the product being used at the facility. The Contractor shall submit a list of equipment and material proposed for use at FHCC, such list being subject to approval by the COR, in the COR s sole discretion. The Contractor shall change defective lamps in all hoist ways and machine rooms. No later than two (2) months prior to expiration of the current Period of Performance, a joint inspection will be made by the Contractor and Engineering Officer or his designee. All defective parts related to preventive maintenance found during this inspection shall be replaced within thirty (30) days, except for parts requiring purchase and delivery, which shall be replaced within sixty (60) days, in accordance with the terms of this Contract. Periodic Safety Inspections (Semiannual, Annual, and 5-Year). Independent elevator inspections & tests are scheduled semiannually, typically in May and November. The COR will coordinate the schedule between the elevator inspection contractor and maintenance Contractor. The Contractor shall schedule one (1) elevator mechanic to accompany the elevator safety inspection contractor (who is under a separate contract) during his inspections. The elevator mechanic will perform the test required on the buffers, safeties, governors, normal and final term stopping devices, emergency operation, emergency power operation and door closing force. The Contractor shall make all repairs and adjustments that the elevator safety inspection contractor deems necessary for compliance with elevator codes as a result of the safety inspections. The Contractor shall accomplish such repairs/adjustments within thirty (30) days after receipt of written notification by the COR that such repair and adjustments are necessary. Emergency repairs shall be accomplished in accordance Paragraph F, Emergency Response/Repairs. Documentation. The Contractor shall submit, via e-mail, a weekly maintenance repair report indicating all work accomplished the preceding week to the COR no later than the close of business every Monday, or the first workday if Monday is a Federal Holiday. This report shall include: Which VTS Components were serviced; What work was accomplished on each VTS Component; When (date/time) work was accomplished; Identification of each part replaced, including a serial number if applicable; Any additional work accomplished outside of the CQC Plan; and The name(s) of each elevator mechanic performing these services. The Contractor shall submit, via e-mail, the monthly reliability certification set forth in the CQC Plan to the COR during the last week of each month. The Contractor shall review the previous month s work accomplished with the COR, in accordance with the CQC Plan, prior to submission of that month s invoice. Failure to review the month s work may result in that invoice being rejected by the COR. Quality Control Quality Control Plan: In addition to the CQC Plan, the Contractor shall submit a Quality Control Plan to the COR for the COR s approval, in the COR s sole discretion. The goals of the service provided under this Contract include without limitation: 100% of all VTS Components fully operational; 100% of all service provided under this Contract or by modification to be completed on-time; and A maximum of two (2) customer complaints per month. Complaint Procedures FHCC Quality Assurance ( QA ) will orally notify the Contractor s Quality Control Inspector ( QCI ) to pick up the written customer complaint. The QCI will be given two hours after oral notification to correct the unacceptable performance. If the QCI disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the QCI will notify QA. QA will investigate to determine the validity of the complaint. If QA determines the complaint is invalid, QA will document the findings and notify the customer. QA will retain the annotated copy of the written complaint. If after investigation, QA determines the complaint is valid, QA will inform the QCI, and the QCI will be given additional time to correct the defect. The QCI shall return the written customer complaint document, properly completed with actions taken, to QA, which will file the complaint for monitoring future performance. A defect will not be recorded if proper and timely correction of the unacceptable condition is accomplished. Contractor Qualifications. The Contractor shall meet the following requirements: The Contractor is regularly engaged in the preventive maintenance and repair of vertical transportation systems, including elevators, dumbwaiters, and cart lifts, both traction and hydraulic. The Contractor shall possess a current Illinois Elevator Contractor License, or an equivalent license from another state. Each elevator mechanic providing services under this Contract shall possess a current Illinois Elevator Mechanic License, or an equivalent license from another state The Contractor shall provide the COR with copies of all licenses and certificates set forth in this Paragraph prior to beginning work under this Contract. Additional Requirements. Contractor Orientation: The Contractor, including all employees providing service under this Contract, shall attend an orientation prior to beginning any work under this Contract, at the COR s discretion. This orientation may include the following topics: Contract terms and conditions; performance monitoring; badging procedures; check-in/check-out procedures; fire and safety policies; severe weather procedures; disease transmission; infection control; disaster procedures; conduct of Contractor personnel on facility property; location of the Contractor s workspace; and any other topic deemed necessary by the COR. At the COR s discretion, the Contractor may be responsible for providing some or all of this information/training to its employees, as directed by the COR. Check-in/Check-out Requirements: Check-in/Check-out Requirements: The Contractor shall comply with all facility check-in and screening requirements. Upon successful completion of the facility s check-in and screening process, the Contractor shall check-in with the COR, or the COR s designee, advising them of the nature and location of the work to be accomplished. The Contractor shall check-out with the COR, or the COR s designee, at the conclusion of such work, prior to departing the VA facility, advising them of the work completed and any problems/issues identified. Employee Requirements: In addition to any other requirements set forth in this Contract, the Contractor shall ensure that each employee performing services under this contract: is fully trained, entirely competent, and otherwise meets all legal requirements for performing work under this Contract at a Government facility; has all training mandated by OSHA and the VA prior to beginning any work on- site, to include without limitation: infection control and prevention; CDC guidelines for PPE, including required PPE, donning, use, and disposal; and compliance with VA policies, particularly regarding patient privacy; has a clear criminal record, which means no felony convictions, or misdemeanor convictions for assaultive behavior or crimes of moral turpitude; can effectively communicate in, read, and understand English; and is healthy; sick personnel shall not perform any work under this Contract. Employee Uniforms: The Contractor shall provide a uniform to its employees that is easily recognizable and clearly distinguishes them as Contractor employees. The company-issued uniform shall have the name of the company clearly visible on the front of the uniform top. Uniforms shall present a professional appearance, be clean and maintained in good repair, and shall comply with all applicable safety regulations, e.g., protective footwear. Contractor employees should wear their Government-issued identification badges so that it is clearly visible on the front of their uniform. Noninterference with Facility Functions: The Contractor shall perform its services under this Contract in a manner that does not interfere with the facility s functions, including maintaining all tools and equipment in an orderly fashion and cleaning the work area at the conclusion of a service visit. The Contractor shall interrupt its work at any time so as to not interfere with the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel, equipment, and carts. In the event of an emergency, Contractor services may be stopped and rescheduled to a date and time mutually satisfactory to the Contractor and the COR, at no additional cost to the Government. Access (Keys): If provided keys for access, the Contractor shall control and otherwise safeguard the keys provided. Loss of any keys shall be reported to the COR immediately. The Contractor shall be responsible for all costs associated with a lost key, including without limitation: locksmith charges, rekeying, new keys, and/or new locks. Safety Infection Control Risk Assessment ( ICRA ) Requirements: During the performance of this Contract, the Contractor shall follow all ICRA requirements, as set forth by the infection control staff. Safety OSHA Requirements: The Contractor shall comply with all OSHA and CDC requirements while performing work under this Contract at any VA facility, including without limitation: use of personal protective equipment; proper placement of caution signs; and providing the COR with all Material Safety Data Sheets, as applicable, prior to beginning any work under this Contract. Legal/Professional Standards Compliance: In addition to any other requirements set forth in this Contract, the Contractor shall ensure that all work and any required recordkeeping performed under this Contract complies with all applicable laws, regulations, ordinances, rules, policies, professional standards, and OEM standards/recommendation, including without limitation: the Veterans Administration (VA); the Veterans Health Administration (VHA); FHCC VA Hospital; the Occupational Safety and Health Administration (OSHA); the Environmental Protection Agency (EPA); the National Fire Protection Association (NFPA); the National Electrical Code (NEC); Underwriters Laboratories (UL); and The Joint Commission. Photography: Photographs may be taken on facility grounds only during the performance of the services provided under this Contract; photographs shall not be taken for any other reason. Photographs shall not contain any images or personal information of patients, Government employees, or other contractor employees. Protection of Government Property: The Contractor shall take care to protect persons and personal/Government property while on VA property, including removal of all trash and debris at the completion of any job, and otherwise keeping the work area clean at all times. The Contractor shall be liable for any injuries and/or damage caused by the Contractor, including its employees and agents (including any subcontractors), to include all reasonable costs for medical treatment and/or damage repair. Any injuries and/or damage caused by the Contractor shall immediately be reported to the COR. On-Site Requirements. In addition to any other requirements set forth in this Contract, the Contractor, including its employees, agents, and subcontractors (collectively the Contractor ), shall comply with the following on-site/facility requirements. Failure to comply with these requirements shall be considered a material breach of this Contract and may be a violation of Federal law resulting in charges answerable in the United States District Court: Parking: It is the responsibility of the Contractor to park in the appropriate designated parking areas. Information on parking is available from the VA Police Section. The VA will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Drug-free Policy: All VA facilities are drug-free, including all marijuana/CBD products. Non-smoking Policy: Smoking is prohibited on the entire campus, both inside and outside the VA Facility. Weapons Prohibited: Possession of any type of weapon on VA property is prohibited. Enclosed containers, including tool kits, are subject to search without consent while on VA property.
