THIS IS NOT A REQUEST FOR QUALIFICATIONS. A Request for Qualifications is anticipated to be posted in late Summer of 2026.
The Federal Highway Administration, Central Federal Lands Highway Division (CFLHD), anticipates soliciting and awarding multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for A-E Design Services.
CFLHD provides engineering and construction services on projects in the states of Arizona, California, Colorado, Hawaii, Kansas, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming on behalf of Federal Land Management Agencies and other Agencies. These Agencies generally include: the National Park Service (NPS); USDA Forest Service (Forest Service); U.S. Fish and Wildlife Service (USFWS); Bureau of Indian Affairs (BIA) and Tribal Governments; Bureau of Land Management (BLM); Department of Defense (DOD); U.S. Army Corps of Engineers (USACE); and the Bureau of Reclamation (BOR).
This work will be associated with Federally funded road, bridge, and trail projects with the majority of work being funded through the Federal Lands Transportation Program (FLTP) and Federal Lands Access Program (FLAP) from the Infrastructure Investment and Jobs Act (IIJA)(Public Law 117-58), also known as the Bipartisan Infrastructure Law (BIL).
Engineering services will include all pertinent highway, bridges, trails and a wide range of work needed to conduct planning, scoping, preliminary and post-design services to prepare contract documents in support of several federally funded programs administered by CFLHD.
Projects are typically located in environmentally sensitive areas that necessitate context-sensitive design techniques and processes. Project topography type and climatic zones vary greatly including coastal, mountainous, desert and plains regions. Projects will primarily involve improvements to low-volume and low-speed roadways ranging from 3R (resurfacing, restoration and rehabilitation) to full reconstruction.
This procurement is being solicited and awarded under the North America Industry Classification Code 541330. CFLHD anticipates awarding two or more Full-Service Indefinite Delivery Indefinite Quantity contract(s) for architect-engineer (A-E) services that will be for a performance for five years and will have a maximum combined not-to-exceed capacity of $60 million. Each contract will operate with individually negotiated task orders issued in accordance with the terms of the contract.
The Request For Qualifications is expected to be posted in late Summer of 2026. The anticipated award date is March 2027.
