This is a Notice of Intent, not a separate request for quote. The Government’s solicitation for this requirement is provided through the associated combined synopsis/solicitation.
The Department of Health and Human Services, Office of Mission Acquisition Solutions (OMAS), on behalf of the Centers for Disease Control and Prevention (CDC), Logistics and Property Management Services Office (LPMSO), intends to award a firm-fixed-price contract to CGI Federal, Inc. for the purchase of Sunflower-configured Honeywell CK-67 ruggedized mobile computers, Zebra TC-22 expandable mobile computers, and associated three-year barcode scanner hardware maintenance.
The purpose of this requirement is to provide CDC with ten (10) Honeywell CK-67 Sunflower-configured ruggedized mobile computers, eleven (11) Zebra TC-22 Sunflower-configured expandable mobile computers, and three-year barcode scanner hardware maintenance for all twenty-one (21) scanners. The equipment is required to support CDC property management operations and must operate with the agency’s existing Sunflower MobileTrak site license, MobileTrak server license, and Property Management Information System (PMIS).
The CK-67 and TC-22 scanners provide the hardware capability necessary to support CDC-wide property tracking, inventorying, management, and asset forecasting. The Sunflower-based property management environment enables CDC to inventory and manage critical assets supporting its laboratories and other mission-support functions and assists the agency in identifying critical assets that may require replacement.
The required scanners must be Sunflower-configured to maintain compatibility with CDC’s existing MobileTrak and PMIS environment. The requirement aligns with the Department of Health and Human Services Sunflower-based property management system currently used to manage critical Government assets.
The requirement includes three-year barcode scanner hardware maintenance for all twenty-one (21) Sunflower-configured scanners.
Justification for Single Source
CGI Federal, Inc. is the proposed single source for this requirement and is the only responsible source capable of providing the required Sunflower-configured scanners and associated services.
CGI Federal, Inc. is the sole provider of Sunflower software licenses and support. CGI Federal, Inc. does not sell its Sunflower software licenses or support through resellers or distributors and is the sole provider of Sunflower-configured scanners and related services.
CDC’s existing property management environment relies on Sunflower MobileTrak and PMIS to support agency-wide property tracking, inventory management, and asset forecasting. The required CK-67 and TC-22 scanners must be configured specifically for compatibility with this existing environment.
Continued use of Sunflower-configured scanning equipment is necessary to maintain continuity of CDC’s established property management operations. Equipment that is not configured for the existing Sunflower environment would not satisfy the Government’s requirement for compatibility with its current MobileTrak and PMIS infrastructure.
Failure to obtain the required Sunflower-compatible scanners could result in significant delays in CDC inventory activities, inaccurate forecasting of critical assets, disruption to mission-support functions, and an adverse impact on the agency’s ability to perform its property management responsibilities.
Because CGI Federal, Inc. is the sole provider of Sunflower-configured scanners and related services, no other source can provide the required supplies and services while maintaining the compatibility necessary for CDC’s existing Sunflower property management environment.

This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Products and Commercial Services and FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
Submission of Capability Statements
Interested parties capable of providing the same or similar products or services must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
Capability statements must demonstrate the ability to provide Honeywell CK-67 ruggedized mobile computers and Zebra TC-22 expandable mobile computers configured for use with CDC’s existing Sunflower MobileTrak and PMIS environment, together with the required three-year hardware maintenance.
Capability statements must also demonstrate the ability to provide equipment and services that maintain compatibility and continuity with CDC’s existing Sunflower-based property management environment without disruption to CDC-wide property tracking, inventory management, and asset forecasting activities.
