Intent to Sole source Waste MGT bridge contract

Notice of intent to award a sole source bridge contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for 8 Month Base with Corporate Waste Solutions 4919 Dogwood TRL, Richmond TX for the VA Healthcare Manchester to obtain Waste and Recycling pickup/disposal. While procuring a new Base plus 4 option years contract. 
The current contract 36C24121D0009 ends on 9/30/2026 with no contractual ability to extend. The current RFQ 36C24126Q0579 did not result in an award in time to prevent a lapse in service due to a Protest. The RFQ was protested twice; the most recent protest was dismissed on 8/19/2026, with VA taking corrective action. A new RFQ is being developed for a base plus 4 option years. This sole source bridge contract with the current vendor will continue service without interruption or risk of service while the new RFQ is being developed. No other contractor can be installed before the contract expiration date without creating a critical service delay. Which would result in hazardous accumulation of waste at the facility, creating unsanitary conditions, pest and fire hazards, and infection control risks, and potential noncompliance with VHA Directive 1850.06, Waste Management Program, and VHA Directive 1850.01, Health Care Environmental Services. 
Corporate Waste Solutions, as the incumbent, already has the equipment, staff, and site-specific knowledge in place under the existing contract, allowing performance to continue immediately without the added risk of transitioning to an unproven provider during this critical period. 
Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 562111 Solid Waste Collection with a $47 Million Size Standard. The PSC is S205. 
The authority for this action is FAR 6.302-2 Unusual and Compelling Urgency due to not being able to award a new Base + 4 option years from RFQ 36C24126Q0133 and 36C24126Q0579. 
Performance Work statement synopsis contractor shall be responsible for allocating all equipment and personnel, including back-up resources, to meet all requirements for the comprehensive management of the solid waste and recycling programs for the VAMC Manchester Healthcare System. The comprehensive waste services shall not only include the collection, recycling and disposal of waste, but also the training and support required to ensure compliance with all Federal, State, and Local regulations.
