The Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 will issue a solicitation on or about 08 September 2026 for Air Force Credentialing Opportunities On-Line (AF COOL) Purchase Agents.
The Air Force Credentialing Opportunities On-Line (AFCOOL) Credentialing Program Office (CPO) is part of the Air University and is responsible for supporting the Department of the Air Force’s (DAF) efforts to incorporate civilian credentialing opportunities for enlisted Airmen and Guardians in their personal and professional development and to assist them in transitioning to the civilian workforce.
The contractor shall purchase all approved civilian/industry credentialing exams, course materials, exam preparation materials, and exam preparation courses/boot camps through various credentialing agencies and vendors for the AFCOOL CPO. Payment of exams, exam preparation courses, and exam preparation materials is for approved enlisted RegAF, Space Force, Reserve and Air National Guard enlisted personnel on active duty. Civilian credentials and associated preparation tools that may be paid for by the contractor are identified on the AFCOOL website located in the Air Force Automated Education Management System (AFAEMS) (https://afaems.us.af.mil/), Air Virtual Education Center (AFVEC) (https://afvec.us.af.mil/afvec/public/welcome), and Academic Institutions Portal (AI Portal) (https://aiportal.us.af.mil/aiportal/Account/ConsentToMonitor).
This requirement will be solicited competitively and will be set-aside 100% for small business concerns. Only offers from small business concerns will be accepted. The proposed solicitation will be assigned the North American Industry Classification System (NAICS) Code 611710 (Educational Support Services), with a size standard of $24,000,000.00. A firm fixed-priced (FFP)/FFP Not to Exceed (NTE) CLINs contract is contemplated. This is a competitive Performance Price Tradeoff (PPT) best value source selection conducted in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 15.103-1, Revised Defense FAR Supplement (R-DFARS) 215.2, PGI 215.200 and Department of Defense Source Selection Procedure (dated August 20, 2022) in which competing offerors’ combined past performance information will be significantly more important than price.
The Government intends to evaluate offers and award this FFP/FFP NTE contract without negotiations. However, the Government reserves the right to conduct negotiations if deemed in its best interest. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The offeror's proposal response shall consist of four (4) separate volumes; Volume I - Summary and Misc. Data, Volume II – Written Technical Proposal, Volume III - Past Performance Information, and Volume IV - Price Proposal. The solicitation is projected to be issued on SAM.gov, https://www.sam.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this notice. Telephone requests will not be accepted.
