1.0 PURPOSE AND AUTHORITY
The Department of the Air Force is issuing this pre-solicitation notice to conduct an advisory multi-step process in accordance with the Revolutionary FAR Overhaul (RFO) 15.101. The Government intends to award a single-award SABER Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
The purpose of this process is to allow interested WOSB firms to submit information, allowing the Government to advise them about their potential to be viable competitors for this requirement. This approach is intended to minimize unnecessary proposal development costs for industry.
2.0 SCOPE OF SABER
This SABER contract will require the contractor to provide all facilities, material, labor, equipment, transportation and supervision necessary to perform a broad range of maintenance, repair, and minor construction work on real property at Joint Base Andrews, Maryland, remote sites in Davidsonville and Brandywine, Maryland, at Joint Base Anacostia Bolling, Washington, D.C., and the Air Force Memorial Arlington, VA.
3.0 SUBMISSION CRITERIA FOR ADVISORY EVALUATION
Interested WOSB offerors are requested to submit a capability package responding to the following three (3) criteria. Packages must clearly demonstrate the offeror's capability and capacity to successfully execute the SABER requirements.
Criteria 1: Bonding Capacity
SABER contracts require significant bonding capability to support multiple concurrent task orders. The offeror must demonstrate a minimum bonding capacity of $5,000,000 per project and $30,000,000 aggregate.
Criteria 2: Experience, Past Performance & Concurrent Project Management
The core challenge of a SABER contract is the ability to manage a high volume of simultaneous projects. The Government will evaluate the Offeror's historical success in maintaining quality and schedule while managing a high volume of concurrent, decentralized projects.
Criteria 3: WOSB Certification Status
This acquisition is set aside entirely for Woman-Owned Small Businesses.
4.0 GOVERNMENT EVALUATION AND ADVISORY NOTIFICATION
The Government will evaluate all submitted capability packages against the criteria listed above. Following the evaluation, the Contracting Officer will provide a written advisory notification to each respondent.
IMPORTANT NOTICE: In accordance with RFO 15.101, notwithstanding the advice provided by the Government in response to this notice, any WOSB may participate in the resultant acquisition when the formal Request for Proposal (RFP) is published.
5.0 SUBMISSION INSTRUCTIONS
Capability packages must be submitted no later than 06 July 2026 at 2:00 PM EDT via email to rianna.suver.1@us.af.mil and alisha.whittaker@us.af.mil. Packages are limited to a total of 8 pages (excluding the bonding letter, WOSB certification, and CPARS/reference attachments).
