Question: Could you please clarify whether we must fully complete our entity registration before submitting the proposal?

Response: In accordance with Revolutionary FAR Overhaul (RFO) 4.203-1(b), offerors/quoters are required to have an active Federal Government contracts registration in the System for Award Management (SAM) at the time an offer or quotation is submitted and at the time of award, unless an exception identified in FAR 4.203-1(b) applies. Given no exceptions have been identified for this requirement, your entity registration must be active at the time you submit your proposal.
