Introduction/Background Information
This project shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform maintenance, troubleshooting, inspections, and testing of the Variable Frequency Drives (VFD s) as stated in this Statement of Work (SOW). The contractor shall perform as to meet or exceed National Electric Code (NEC) Standards in this contract.

Scope Of Work
This SOW describes the requirements for Qualified Contract Professionals known as Contractors in this document, hereafter. Contractors who are contracted by Veteran Affairs (VA) Medical Center to perform replacement, installation, and testing of new VFD s identified, and all its components shall meet all requirements stated in SOW.
Work includes parts and travel as required, as well as, but not limited to electrical, fire alarm, low voltage controls, programming, and certain other items. All work shall be executed to maintain continuous operation of the healthcare facility, preserve indoor air quality, and comply with all applicable healthcare codes and standards The contractor shall provide all tools, labor, material, equipment, and supervision necessary to perform all work as required by the contract documents for the following Line Items below:
Disconnect existing Variable Frequency Drive s (VFD s), Disconnects, & Bypasses as needed to Supply and Install VFD s (Facility standard is Danfoss) and associated components for the following Units:

Ensure all Variable Speed Drive s (VFD s) include Siemens programming to each corresponding Air Handling Unit or Exhaust Fan being served. Integrate each Variable Speed Drive (VFD) into the Building Automation System (BAS) and integrate controls/update sequences of operation (including Fire Alarm system as needed) to comply with Tennessee Valley Health Care System (TVHS) facility standards. Coordinate with Contracting Officer Representative (COR) for network integration.
Ensure Parameters for each existing Variable Speed Drive (VFD) are captured and recorded before disconnecting and removal of the existing Variable Speed Drive (VFD). Contractor shall incorporate the parameters recorded into the new Variable Speed Drive (VFD) once, installed and powered before commissioning and testing of the new Variable Speed Drive (VFD).
Contractor shall perform Start-Up and Commissioning procedures for each new Variable Speed Drive (VFD) installed and programmed. Coordinate with the Contracting Officer Representative (COR) on time to perform and provide a detailed report of compliance and/or issues for remediation.
Requirements/Tasks
Submit for approval and provide the items detailed in Section 3, paragraph b of this Scope of Work.
Provide a complete written report to the Veterans Administration (VA) of the work performed within 10 (ten) working days of contract work completion. Information shown in the report should meet the following:
Company s name, addresses, telephone, & email/website.
Name and signature of contractors who perform the replacement, start-up, and testing/commissioning.
Veterans Administration (VA) Work Contract Number, name, and number of Veterans Administration (VA) Contracting Officer.
Date and time of work.
Copies of contractors valid licenses, professional and training certificates, as applicable.
Descriptions and model number of specialized tools and equipment used such as multimeter.
Location, Type, Name, and nameplate information of electrical equipment replaced.
Descriptions of work items.
Test data.
Reference materials such as equipment manufacturer s specifications, coordination study, etc.
Remarks on conditions of electrical equipment. List all deficiencies, if any.
Recommended corrective actions, if any.
Submit 2 (two) hard copies of the complete written report, and 1 (one) electronic version of the report in Microsoft Word or PDF format to the Contracting Officers Representative (COR) within 10 (ten) calendar days of contracted work completion. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods.
Qualifications of Contractors
Contractors shall be experienced electricians, having properly trained and licensed permanent staff required to perform the proposed work. Electrical/Controls Contracting shall be the primary interest/specialty of the Contractor s business.
Contractors shall be certified by the National Institute for Certification in Engineering Technologies (NICET 1) or equivalent International Electrical Testing Association (NETA 2) certifying organization as Certified Technicians with each having completed the appropriate Occupational Safety & Health Administration (OSHA) approved construction safety training.
Contractors shall have technical training and demonstrable track records of working experience in replacement, inspection, and testing of the Variable Frequency Drives (VFD s) and related components in healthcare, industrial, educational, and commercial facilities for a minimum of 3 (three) continuous years.
Contractors shall have safety trainings either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the National Fire Protection Association (NFPA 70E) Standard for National Electric Code (NEC) Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted to the Veterans Administration (VA) Contracting Officer prior to work. If no training certifications are available, the contractor s Employer shall certify that he/she has met this requirement in writing and submit it to the Veterans Administration (VA) Contracting Officer prior to work.

NFPA 70B, Recommended Practice for Electrical Equipment Maintenance.
NFPA 70E, Standard for Electrical Safety for the Workplace.
NFPA 110, Standard for Emergency and Standby Power System.

International Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications.
Operating /Maintenance manuals and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers.
Veterans Health Administration (VHA) Directive [2006-056] [1028], Electrical Power Distribution System
Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor Shall do a walk through to verify all different manufacturers of equipment and shall provide documentation that all instruments, test equipment, tools and personal protective equipment (PPE) have current calibration and are manufacturer compliant. Dated calibration labels shall be visible on all instruments, test equipment, tools and PPE as appropriate.
Summary of Work
Due to the power outages required for maintenance and testing, and the power requirements for the medical center, all outages and testing are to be coordinated and scheduled with the Contracting officer representative (COR), Matt Hickerson or Electrician Supervisor Stephen Browne, any requirements for adjusting the schedule (e.g. to minimize disruption to the Veterans Affairs Medical Center (VAMC)) shall be incorporated by the Contractor. Provide written shutdown procedures at minimum 7 (seven) days in advance. VA shall indicate approval or disapproval of plan within 5 (five) calendar days. Outages shall be scheduled only after the facilities normal working hours of 7a - 4p and on weekends unless otherwise indicated by the COR.
Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officers Representative and or the Electric Shop Supervisor or the Maintenance and Operations Supervisor for immediate actions.
Work items, definitions, and references shall comply with the latest edition of the NETA Maintenance Testing Specifications (MTS) and with the Veterans Health Administration (VHA) Directive (1028), Electrical Power Distribution System.
All maintenance, testing, functional tests, and commissioning of the Variable Speed Drive s (VFD s) are to be performed by a manufacturing factory trained and/or authorized service technician.
Hours of Operation and Scheduling
Work to be scheduled to minimize impact to hospital operations to include weekend and night work as required.
Work in the Main Hospital Fan/Mechanical Rooms may be accomplished as scheduled in advance.

Confirmation Of Work
All work is to be confirmed and subject to Quality Control Methods before being approved by COR Matt Hickerson or Electrical Supervisor, Stephen Browne,.
Compliance
The contractor shall be fully responsible for compliance with all VA, local, state, and Federal occupational safety laws, rules, and regulations.
The contractor shall follow life and safety codes and take necessary actions to avoid conditions that may be hazardous to the health and safety of hospital personnel and patients.
The contractor is responsible for meeting all applicable OSHA and VA guidelines for safe working procedures.
Contractors shall participate in the hospital s Infection Control Risk Assessment (ICRA) process prior to construction, provide and maintain ICRA barriers (rigid, sealed, negative air as required), and comply with Interim Life Safety Measures (ILSM) as required.
All work for the duration of the contract shall be performed by certified trained electricians and/or technicians.
Contractor Employees
Contractor personnel shall present a neat appearance and be easily recognized as contract employees. Example: wearing steel toe boots and safety glasses, Identification (ID) badges and or name tags.
Contractor Employee Identification
All contractor employees must be clearly identified as contractors (not VA employees) when performing services under this contract. This includes visual (appearance), verbal (phone), and electronic (email). The contractor must provide all employees with a contractor identification (ID) badge at the contractor s expense prior to performing work under this contract. Contractor employees are always required to display this badge when performing services under this contract.
Employees released from service by the contractor must have their badge collected by the contractor. All badges must contain an expiration date and photograph of the employee.
All contractor employees must also be required to wear VA issued badges and must always display these badges while in the performance of this contract and/or as instructed by the COR.
The contractor supervisor must be responsible for managing all VA issued badges provided to contractor employees and immediately collect these badges from employees no longer working on the contract.
Contractor Employee Conduct
Contract employees must be professional in attire and must not wear any offensive clothing.
Contractor employees must conduct themselves in a socially acceptable manner appropriate for an office work environment; Loudness, vulgarity, rudeness, smoking, or other similar offensive conduct by a contractor employee may be grounds for denying the employee further access to VA premises.
Contractor employees must not consume alcohol or illegal drugs during working hours or at any other time the employees are performing work under this contract.
Contractor Responsibility
The contractor shall obtain all necessary licenses and/or permits as required to perform this work.
Contractor shall take all reasonable precautions necessary to protect people and property from injury or damage during the performance of this contract.
Further, it is agreed that any negligence of the Government, its officers, agents, servants and employees, shall not be the responsibility of the contractor here under regarding any claims, loss, damage, injury, and liability resulting from there.

may be provided a small staging area for site depending upon availability. Contractors shall be allowed one (1) parking spot, provided by the COR. Contractor may unload and upload based on COR location and timing approval.
CONTRACT AWARD MEETING
The contractor shall not commence performance on the tasks in this SOW until the Contracting Officer (CO) has conducted a Kickoff Meeting or advised the contractor that a kickoff meeting is waived.
Changes to the Statement Of Work
Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change shall be kept in a project folder with all other products of the project. Costs incurred by the contractor through the actions of parties other than CO shall be borne by the contractor.
Performance Requirements
Contractors shall provide the necessary personnel and equipment to meet or exceed required service. Contractor shall have the following responsibilities:
Provide all supervision, labor, and materials to complete all requirements described in this SOW.
Contractor shall obtain all necessary licenses and permits required to perform the work required by this SOW.
Contractor shall take all precautions necessary to protect people and property from injury and/or damage during performance of this contract.
Contractor shall be responsible for any injury to their employees as well as for any damages to personnel or Government property that occurs during the performance of this contract that is caused by the Contractor s fault or negligence.
Contractor should ensure that all areas where equipment is serviced under this contract are left in a clean, neat and orderly condition.
Contractors shall possess and utilize all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform all work safely, effectively, and in a timely manner. Tools, equipment, and PPE shall comply with OSHA Standard 29 CFR 1910, (Subpart I), and NFPA 70E. Prior to initiating work, the Contractor shall provide documentation demonstrating that all instruments, test equipment, tools, and PPE possess current calibration and safety inspections. Dated calibration and safety inspection labels shall be visible on all equipment as applicable
Arrange and pay for all proper disposal of waste and debris.
Maintain project schedule agreed upon in the final contract documents.
Provide all OSHA site safety for each employee during work.
Contractor employees shall have complete background checks.
Deliverables
The Contractor shall provide the equipment and perform the services necessary to complete the tasks in accordance with the procedures described in a timely and professional manner, consistent with industry standards, at the location, place and time that the VA has set aside, and all in accordance with the SOW.

ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS
Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The version of FAR 52.212-1 in the addendum is tailored for Simplified Acquisition Procedures and supersedes the current version of FAR 52.212-1 contained in the FAR.

Evaluation of Quotes:
The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will evaluate price, technical capabilities, and past performance.
Following receipt of quotes, the Government will perform an evaluation using a Lowest Price Technically Acceptable source Selection Process of the services quoted. The Government will compare quotes select the service that best benefits the Government by fulfilling the requirement. The evaluation of Government requirements outlined in this request for quote will determine suitability.
Once the Government determines there is/are a contractor(s) that can provide a service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues. The Government will evaluate quotes for award purposes for total price, no options evaluated.
Award will be made to the quote determined to be acceptable, price reasonable, and is determined to best value to the government; all eligible quoters may submit quotes. All quoters must be registered in System for Award Management (SAM) at https://www.sam.gov at time quotes are due to be considered for an award of a federal contract. Registration must be complete and not missing any elements such as representations and certifications. To be eligible for this SDVOSB total set-aside your company s registrations shall include the appropriate NAICS code.
(x) Quoters are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its quote.
(xi) FAR clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause. ANSWERS TO VENDOR QUESTIONS: Answers to vendor questions will be addressed in an amendment to Contracting Opportunities no later than 06/04/2026 at 5:00 PM CT.

TECHNICAL
Contractor to provide a detailed quote to achieve the Government s objectives identified within the Statement of Work. The government requirements for technical evaluations are as follows:
Subfactor 1 - All VFDs are REQUIRED to be Danfoss manufactured
Subfactor 2 - Must have knowledge of Danfoss programing integrated with the Building Automation System (BAS)
Subfactor 3 they must be integrated with the Fire Alarm System as

Vendors submitting a quote shall be regularly established in the business of providing the services identified in the Statement of Work and who have experience with commercial contracts of similar demand or greater, with conditions and scope as required for this contract.
Vendors submitting a quote shall provide 3 ( THREE) identified references when submitting their quote. Emphasis will be on recent and relevant past performance. Recent is defined as work performed within the last 3 (THREE) years. Relevant is defined as work similar in scope of the work described in the Statement of Work.

EVALUATION
The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered, reference FAR 12.204. The following factors shall be used to evaluate quotes:

Before making award, the Contracting Officer will determine whether the proposed price is fair and reasonable in accordance with RFO 12.203.
Options. No options evaluated.
A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quote within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
