Introduction:
The Veterans Health Administration (VHA) requires an MGMA Organizational Membership providing enterprise access to the most recent version of all MGMA DataDive surveys and datasets. The membership provides benchmarking data and statistics in the areas of physician compensation, staffing, cost and revenue, and CPT coding, as well as educational resources and best practices supporting continuous process improvement in clinic management.
This contract enables VHA to implement the national policy mandated by 38 U.S.C. §§ 1706A and 8110(a)(3)(C) which requires VA to monitor and assess specialty provider group practice staffing and productivity under VHA Directive 1065. The MGMA DataDive platform provides the productivity targets, benchmarking data, and educational resources necessary to measure provider productivity across medical facilities and benchmark performance against industry standards.
The membership directly supports VHA's Fiscal Responsibility Action Team (FRAT), and specifically FRAT Workstream 2.1 (Implement Enterprise Productivity Goals and Accountability Standards), which relies on MGMA productivity targets to enhance financial governance, optimize resource allocation, and drive cost efficiency across the organization. VHA's Governing Board has selected MGMA benchmarks as the basis for new productivity targets for VHA practitioners, established across the system via the Ready-Set-Go Campaign. VHA leadership at all levels relies on this data to evaluate clinical productivity, ensure adequate staffing, and identify improvement opportunities in administrative and management functions supporting timely, safe, high-quality Veteran care.
Background: The Medical Group Management Association (MGMA) provides timely digital resources in the form of expertly compiled benchmarking data and statistics supporting leaders in the healthcare industry. The primary benefit of an MGMA DataDive purchase is benchmarking data and statistics aimed at making practice management more successful. This is especially important given the VA s renewed focus on enhancing financial governance, optimizing resource allocation, and examining cost-drivers across the organization. The benchmarking data provided by MGMA are applied in the evaluation of practitioner productivity to ensure facilities have adequate staffing and to identify opportunities for improvement among the various functions that support the delivery of timely, safe, high quality Veteran care. This provides VHA with the opportunity to benchmark in the areas of physician compensation, staffing, cost and revenue, and coding. The purchase of the MGMA DataDive allows VHA to continue to support a variety of initiatives aimed at practitioner productivity across the system (e.g., the Fiscal Responsibility Action Team s (FRAT) Financial Health Initiative workstreams, the Ready-Set-Go Campaign for Updated Productivity Targets, compliance with VHA Directive 1065, Productivity and Staffing Guidance for Specialty Provider Group Practice, Title 38 United States Code (U.S.C.) §§ 1706A and 8110(a)(3)(C)).

The NAICS code for this procurement is 813920 (Professional Organizations) and the Small Business Administration Size Standard is $23.5 million
Submittal Information:
This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Responses shall provide detailed information that demonstrates the vendor is capable of meeting all requirements as detailed in the draft PWS. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
Respondents must be registered in the System for Award Management (SAM) database. Firms may register with SAM at https://www.sam.gov.
