Amendment 0001

The purpose of this amendment is to update changes to the requirmeents as follows (changes are highlighted in blue on the PWS):

1. PWS Para 1.6.1. now reads, ".... The QCP will be incorporated in the contractor’s quote. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system."

2. PWS Para 1.6.2. now reads, "Quality Assurance: The government shall evaluate the contractor’s performance under this contract by daily inspections by On-site Coordinators. The On-site Coordinators will focus on ensuring that the contractor has performed in accordance with the performance standards."

3. PWS Para 1.6.3. now reads, "Recognized Holidays: The contractor is required to perform services on federal holidays when/if applicable."

4. PWS Para 1.6.4. now reads, "Hours of Operation: The contractor is responsible for conducting business between the hours of 0800 and 1800 Monday thru Sunday except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings..."

5. PWS Para 4.4.9. is added, "One 30kw generator with direct line terminal lugs."

6. PWS Para 5.2.2. now reads "... g. Provide one x 30kw generator with direct line terminal lugs. h. Deliver on 1 June 2026 and recover on 18 June 2026.

7. PWS Technical Exhibit 1 added, "PRS # 9 The contractor shall provide one 30kw generator with direct line terminal lugs; The contractor provided 30kw generator shall function 100% of the time; Zero deviation from standard; The on-site coordinator will investigate Validated Customer Complaints."

8. PWS Techinical Exhibit 2 added, "Quality Control Program; One time with the offeror’s quote; One; MS Word or Adobe PDF; Contract Specialist listed in the solicitation."

9. The NVARNG uploaded "DF FY26 Life Support Performance Work Statement Amend 1" and deleted the original PWS to avoid confusion.

1. The Nevada Army National Guard (NVARNG) US Property and Fiscal Office (USPFO) Purchasing and Contracting Division on behalf of the NVARNG Joint Force Headquarters (JFHQ) is requesting services in support of their Annual Training in Hawthorne, NV and its surrounding area.
a. Please read the "DF FY26 Life Support Performance Work Statement" thoroughly for a complete understanding of JFHQ's requirements.
b. Required services and equipment include but are not limited to :
     (1) 40 x Chemical Latrines (aka Porta-Potties) with delivery, scheduled services, and pickup.
     (2) Two x trailer-mounted Chemical Latrines (4 latrines total) with delivery, scheduled services, and pickup.
     (3) 23 x Handwashing Stations with delivery, scheduled services, and pickup.
     (4) 22 x towed Portable Light Towers with generators.
     (5) Nine x 7 cu yd covered Dumpsters with emptying services.
     (6) One x 20 cu yd Construction Dumpster with emptying services.
     (7) Two x 400 gallon Water Blivits with gray water removal services.
     (8) 10 residential style Evaporative Coolers.
2. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation:
a. Timeliness - the quotation must be received on or before the closing date and time; otherwise, the quotation may not be considered.
b. Price.
c. Technical - meaning that the government will have reasonable assurance that the proposed facility is fully capable of meeting the requirements of the Performance Work Statement.
d. Compliance with the solicitation and PWS requirements - if the quotation does not comply with requirements, the quotation may not be evaluated further and may be considered nonresponsive.
e. Past performance is not required, but the government reserves the right to check past performance records and other government agencies if deemed necessary.
3. Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required.
4. Award will be made to the lowest priced offeror quotation that meets the instructions to offerors with a fair and reasonable price.
5. Interested offeror quotations shall be valid for at least 15 days after the solicitation close date.
6. A written notice of award or acceptance of a quotation, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quotation, shall result in a binding contract without further action by either party. Before the quotation's specified expiration time, the Government may accept a quotation (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
