Pre-Solicitation Notice
The USIBWC intends to issue a Request for Proposal (RFP) for a design-build contract to construct a new building at the Nogales International Wastewater Treatment Plant (NIWTP) in Santa Cruz County, Arizona. The new facility will house advanced sludge dewatering and drying equipment, including polymer equipment, as part of the NIWTP’s biosolids management upgrade.
The project includes:
- Design and construction of a new building to accommodate the sludge dryer system and associated equipment.
- Demolition of the existing belt filter presses and related polymer system components (excluding concrete foundations, overhead structure, and electrical motor control centers).
- Relocation of an existing three-sided metal structure.
- All associated site work, utilities, permitting, and commissioning to deliver a fully operational, code-compliant, and ready-to-use facility.
The final product shall be a fully commissioned, turn-key building with all required utilities (water, sanitary sewer, communications, electrical, fire protection, etc.) and site improvements, ready for immediate use upon completion.

3. Procurement Approach

- Period of Performance: 365 calendar days after Notice to Proceed (NTP)
- Set-Aside: The Government anticipates a small business set-aside, subject to market research results.
4. Scope of Work Highlights

Phase 1: Design
- Site investigation, surveying, geotechnical investigations, and design development.
- Preparation of construction documents, technical specifications, and all required reports.
- Coordination with stakeholders and regulatory agencies.

Phase 2: Construction
- Site preparation, demolition, and relocation activities.
- Construction of the new sludge dryer building and installation of all required systems.
- Quality control testing, commissioning, and project closeout.

Compliance:
- All work must comply with federal, state, and local codes, including NEPA, OSHA, ADA/ABAAS, and applicable environmental and safety regulations.
- The contractor is responsible for all required permits and coordination with utility providers.

- Qualifications and relevant experience with similar design-build projects.
- Technical approach and project management plan.
- Past performance information.
- Price proposal.
6. Anticipated Timeline

- Site Visit: To be announced in the solicitation
- Proposal Due Date: Approximately 30 days after solicitation release
