Market Intelligence to Assess Potential Use of an Other Transaction (OT) Agreement Under 10 U.S.C. § 2808a.
BLDG 212 Repair by Replacement of an 86-Bed Barracks Facility, Fort. Stewart, Georgia
Background and Objective
The U.S. Army Corps of Engineers (USACE), Savannah District is conducting market research to assess industry capability and interest in supporting this effort using Other Transaction (OT) authority under 10 U.S.C. § 2808a, Facility Construction or Repair: Transactions Other Than Contracts and Grants. This authority is distinct from the Department of Defense prototype OT authorities commonly associated with 10 U.S.C. §§ 4021 and 4022.
This effort involves the repair by replacement of an existing 86-bed Permanent Party Unaccompanied Enlisted Personnel Housing (UEPH) Army barracks facility at Fort Stewart, Georgia. The estimated magnitude of this pilot project is between $30M -$40M and is expected to include planning, design, construction, and demolition. The replacement facility will comply with applicable Department of War and Army barracks criteria, while not exceeding Army maximum space standards.
The Government is considering a delivery approach that leverages volumetric, modular, industrialized, or other commercially proven construction methods that may accelerate delivery, improve quality, reduce cost, improve maintainability, and support standardization across future Army barracks projects. The Government is particularly interested in commercial practices that support collaborative project execution and nontraditional project delivery structures that may be appropriate under OT authority.
This project is intended to serve as a pilot initiative that could inform future design and construction efforts of approximately 2,000 barracks beds across Georgia Army installations using similar construction methods, project delivery approaches, and innovative technologies. Any future follow-on production OT agreement or contract, if pursued, would be subject to applicable statutory authority and conditions, including any requirements governing follow-on transactions under the relevant OT framework. Respondents are advised that any future follow-on opportunity could be significantly larger than the initial pilot effort.

The Government intends for the replacement barracks to be similar, where practical, both functionally and technically to high-quality housing commonly delivered in the surrounding private-sector community, while also satisfying Army functional needs, maintainability objectives, and installation requirements.
Codes, Criteria, and Performance Objectives
The Government is considering an approach that relies primarily on commercial building codes and selected Unified Facilities Criteria (UFC), subject to any required approvals by HQUSACE. Respondents are encouraged to provide comments on the feasibility, benefits, risks, approval implications, and implementation challenges of this approach for volumetric, modular, or industrialized construction solutions.

Where respondents recommend alternatives, the response should explain how the proposed approach would satisfy or improve upon the Governments desired performance outcomes for durability, humidity control, occupant comfort, acoustics, maintainability, resilience, and lifecycle value.
Respondents are also encouraged to identify any additional codes, UFC provisions, anti-terrorism or force protection requirements, fire protection considerations, inspection requirements, or approval dependencies that would likely affect implementation of a volumetric or industrialized barracks solution under this approach.
