This combined synopsis/solicitation for commercial items prepared in accordance with the format at RFO 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number W912HZ26QA059 is being issued as a request for quotation (RFQ).
The associated North American Industry Classification System (NAICS) code is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, which has a small business standard size of 12.5M. This requirement is a Total Small Business Set-Aside in accordance with RFO 19.104.
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Cognitive Ecology and Eco-hydraulics Research Facility (CEERF) within the Water Quality and Contaminant Modeling Branch conducts research and development activities for the Department of Defense (DoD) requires inspection and maintenance services for two (2) pumps to evaluate fish deterrence and attraction technologies, assess interactions between fish and bedforms, investigate the impacts of chronic contaminant exposure on fish movement, enhance computational models of water and animal movement, and develop new theories and algorithms for animal movement and coordination.
Required Services:
Capable of providing quarterly inspection and maintenance services for two pumps located at the U.S. Army Engineer Research and Development Center (ERDC) Coastal and Hydraulics Laboratory/CEERF in Vicksburg, Mississippi. The pumps operate the fish flume at CEERF.
The requirement is anticipated to include a one-year base period with four one-year option periods (Years 2–5), for a potential total period of performance of five years. The Contractor shall travel to the Government site located at 3909 Halls Ferry Road, Building 3284, Vicksburg, Mississippi, to perform all required inspection and maintenance services.
For each quarterly service visit, the Contractor shall document inspection findings, maintenance performed, deficiencies or issues identified, and recommendations. The Contractor shall provide the Government with both hard-copy and electronic reports documenting the results of each inspection and maintenance visit.
The anticipated requirement consists of four quarterly service visits per year for two pumps, for a potential total of 20 quarterly service visits over five years, if all option periods are exercised.

Technical Acceptability is more important than price only to the extent that a quotation must first be determined technically acceptable to be eligible for award. Among quotations determined technically acceptable, award will be made to the responsible vendor with the lowest total evaluated price.
Factor 1 – Technical Acceptability
The Government will evaluate the vendor’s quotation to determine whether it demonstrates an adequate understanding of, and ability to perform, the requirements of the PWS. Factor 2 – Price
The Government will evaluate the total evaluated price for completeness, fairness, and reasonableness.
The Government will evaluate the Offeror’s completed Attachment 1, Pricing Matrix. The total evaluated price will be calculated by adding the total price for the base year and the total price for all evaluated option years and any other CLINs identified in the solicitation for evaluation purposes.
The total evaluated price will include pricing for the Required Maintenance Services CLINs and Optional Services CLINs for the base year and all option years identified in Attachment 1, Pricing Matrix.
The Government may determine a quote unacceptable if pricing is incomplete or materially unbalanced.
Award will be made to the responsible Offeror with an Acceptable technical quote and the lowest total evaluated price.
