This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number 70LCHS26QPFB00038 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01. This acquisition is being conducted as a 100% Small Business Set-Aside. Accordingly, only quotes submitted by responsible small business concerns will be considered for award. This requirement is associated with NAICS code 336612 with business Size Standard 500.
REQUIREMENT:
The Department of Homeland Security, Federal Law Enforcement Training Centers (FLETC) located in Charleston, SC has a Brand Name ONLY requirement for 30' Tournament Contender Boat with Twin 4.3L Offshore F350 Hp Yamaha outboard engines. Items must be Exact Match, no substitutions. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

INSTRUCTIONS TO OFFERORS:
a. Offerors shall submit firm-fixed pricing for all items listed in this solicitation. Pricing shall be inclusive of all costs, fees, and charges associated with performance, including, but not limited to, materials, labor, packaging, handling, shipping, delivery, and any other expenses necessary to provide the required items. No additional charges shall be accepted unless expressly authorized in writing by the Government.
Offerors shall also include the estimated build or production time for each item, as applicable, and the anticipated delivery date after receipt of order. Pricing and delivery information shall be clearly stated on quote.
b. Quotes shall be submitted electronically via email Gretchen.Lovell@fletc.dhs.gov and are due no later than September 22, 2026, 4:00 PM ET. Submissions must have Solicitation No. 70LCHS26QPFB00038 in subject line of the email.
c. Phone calls are not permitted. Questions are to be submitted via email no later than September 21, 2021, 11:00 AM ET. Questions and Answers (Q&A) posting will be issued by solicitation amendment.
d. Offeror must be registered in The System for Award Management (SAM) database prior to award. For registration, please visit The System for Award Management (SAM) website at http://www.sam.gov.

52.212-2 Evaluation-Commercial Products and Commercial Services. (NOV 2021) (Deviation AUG 2025)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
The following factors shall be used to evaluate offers: technical (capability of the products or services offered to meet the agency’s needs), price, and past performance.
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
