This is a Sources Sought Notice
(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.
(b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.
(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law.
(d) This Sources Sought is issued by VISN 2 Contracting Office in Bronx, NY for the purpose of collecting information on Petroleum Bulk Storage Tank Maintenance Services at New Jersey Health Care System VA Medical Center, Lyons Campus at 151 Knollcroft Road, Lyons, NJ 07939 and East Orange Campus at 385 Tremont Avenue, East Orange, NJ 07018. The VA is seeking to provide for this requirement as of 09/10/2026 to establish a new service.
NAICS Code: 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.
PSC Code: J045 Maintenance, Repair, and Rebuilding of Equipment: Plumbing, Heating, and Waste Disposal Equipment.
(e) Cursory market research has identified several small businesses that may be able to provide for this requirement. (f) Requested Information
Interested parties are invited to submit a capability statement including the following:
Company name, address, UEI number, and point of contact information
Business size and socio-economic status (SDVOSB/VOSB/8(a)/HUBZone/other)
NAICS and PSC Codes under which your company typically performs these services
Corporate experience and past performance relevant to petroleum bulk storage tank maintenance (last 3 years)
List of certifications (OSHA 40 hour, HAZWOPER certificate, NJDEP approved Class A/B operator training certificate)
Approximate number of trained personnel available
Ability to meet response/turnaround times
Any GSA/FSS, VA contract schedules, or other vehicles available
(g) Scope of Work: The Contractor shall be responsible for the specified maintenance of the petroleum bulk storage tank systems listed in the tables incorporated in sections (2) and (3) of this scope of work.
Maintenance items shall include tank monitoring panels, probes, sensors, thermal printers, alarms, batteries, and all associated components of the tank gauging and leak detection systems. The Contractor shall provide properly trained technicians to service, repair, and/or calibrate tank monitoring systems, probes, and all other accessories in accordance with the manufacturer s instructions and this scope of work.
