The Federal Bureau of Prisons (FBOP) herein issues solicitation 15BH0N26Q00000002 and intends to make a single award to a responsible entity for a firm-fixed-price contract for a project entitled HVAC Repairs and Upgrades at the Federal Detention Center (FDC) Honolulu, located in Honolulu, Hawaii.
Quotes shall be received on or before the deadline of May 15, 2026, at 5:00 p.m. HST. Quotes shall be submitted electronically via email to jfaling@bop.gov in pdf format only and will be deemed received at the time as indicated on the email notification. Faxed and hand delivered quotes will not be accepted. Quotes received after the quote deadline will be handled in accordance with FAR 12.203(c)(1).

FDC Honolulu is a federal facility located at 351 Elliot Street, Honolulu, HI. The project consists of the following:
-Removal, disposal, and replacement of a 25-ton Trane MCCA021 Air Handler Unit (AHU). The service will include all labor, Materials, tools, equipment, supervision, transportation, and incidentals necessary to complete the removal, replacement, and restoration.
-All specified parts and materials must meet current industry standards. If proposing an alternative product, the contractor must provide detailed technical specifications, costs, installation requirements, and availability for review and approval. The government reserves the right to determine if the product is equal to or better than the specified item.
-Awarded contractor shall be a reputable company with a valid and current contracting license, federally vetted and approved, to install commercial permanent fences. If required, the contractor, including sub-contractor personnel, shall have applicable certifications or proof of experience detailed in public records, reflecting competency in executing such project. The Contractor shall provide the Institution's Contracting Officer and his Representative (COR) with such proof upon request.
-All work and materials must comply with applicable local, state, and federal codes, including the latest editions of the International Building Code, National Plumbing Code, National Electrical Code, NFPA, Life Safety Code, OSHA, American Correctional Association Standards, and other relevant regulations. In addition, all work shall be performed in accordance with industry best practices, ensuring high-quality craftsmanship, durability, and safety.
-Work Location: The work will take place inside the secure perimeter of the Federal Correctional Institution located at 351 Elliot Street, Honolulu, HI.
-The specific area of work and primary access point where the AHU is located is inside the institution on the first floor within the facilities Laundry Room. Site entry is available via a 12-ft wide roll-up door, suitable for most material handling equipment.
-Scope of Work: The scope for this project will be to provide removal, disposal, and replacement of a 25-ton Trane MCCA021 Air Handler Unit (AHU). In the event an individual component is not addressed but is required the contractor shall provide a complete assembly.
