The objective of this action is to provide e3 Diagnostics vestibular diagnostic systems detailed below, for existing instrumentation needed. In accordance with FAR Part 13.106-1(b), it has been determined that only one source is reasonably available due to the requirement for compatibility and therefore limits this requirement to a brand name only procurement.
This notice of intent to sole source with justification for brand name only satisfies the public posting requirements of FAR 13.501.
Market research was conducted in accordance with FAR part 10; e3 Diagnostics, Inc. as the manufacturer and has identified themselves as the only vendor authorized to provide these specific vestibular diagnostic systems and has expressed interest in fulfilling this requirement.

Background /Objective
The purpose of this Statement of Work is to outline the requirements, deliverables, installation activities, and training associated with the acquisition and installation of a Visual Eyes 525 3rd Generation Video Nystagmography (VNG) System or equivalent and related components.

Period of Performance
Estimated Need Date on September 1, 2026, or 60 days after receipt of award (ARO).
Scope of Work
The contractor shall provide the equipment, installation services, and training necessary to fully implement a functional VNG diagnostic system at the designated VA facility. Visual Eyes 525 is used to test balance system of a patient through ocularmotor, positional tests and calorics. The system that results in faster generating of reports, quicker analysis of eye movements and processing of the entire evaluation. It also incorporates new testing capabilities such as seamless movement through a test battery without ever touching the mouse, touch screen, entry of clinic/clinician specific protocols, has a voice timer with audio cues for patients, records the patient's comments and case history on screen.
Specific Deliverables
Visual Eyes 525 3rd Generation VNG System including diagnostic tests, software, PC, monitor, printer, goggles, remote control, room camera, and clinical features.
vHIT Camera Edition for vestibular head impulse testing.
Database Software for clinical data management.
Ancillary equipment including Air Fx 110V system, TV/monitor wall mount, and medical testing cart

Uninstallation of existing VNG system.
Installation of new VNG system including setup, configuration, calibration, and verification.
Training services include customization and on-site instruction.
Deliver all listed equipment in operable condition.

Government Furnished Property
The Government shall ensure electrical, environmental, and workspace conditions meet installation requirements.
Inspection/Acceptance
The Government will accept the work when all equipment is installed, functional, and training is completed.
Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.
This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be
received by no later than 10:00AM Eastern Standard Time on August 14, 2026. Responses to be submitted to Patricia Tolini, Contracting Officer at patricia.tolini@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
