CDC Carestream DRX-1 to Plus CSI Detector Upgrade (35x43)

This is a Notice of Intent, not a request for quotation. The Government is not requesting quotes in response to this notice.

The Department of Health and Human Services (HHS), Office of Mission Acquisition Solutions (OMAS), on behalf of the Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to award a firm-fixed-price purchase order to Carestream Health, Inc. for the Carestream DRX-1 to Plus CSI Detector Upgrade (35x43).

Period of Performance: Date of Award through 90 days after award.

The National Institute for Occupational Safety and Health (NIOSH), Coal Workers’ Health Surveillance Program (CWHSP), operates digital radiography imaging systems in support of occupational health surveillance and research activities. The existing Carestream DRX-1 detectors are aging and require replacement to maintain imaging quality, system reliability, and operational efficiency.

The purpose of this acquisition is to replace two existing Carestream DRX-1 detectors with new Carestream DRX Plus CSI detectors and ensure continued compatibility and operation with the existing Carestream digital radiography system.

The requirement includes the following:

1. Carestream DRX-1 to Plus CSI New Detectors (35x43)

Quantity: Two (2) new detectors

The detectors shall be new and not refurbished.

1. Installation and System Integration

The contractor shall perform onsite installation, integrate the new detectors with the existing Carestream digital radiography system, and conduct testing to verify proper operation and reliable, high-quality radiographic imaging.

1. Exchange and Return of Existing Detectors

The contractor shall provide the necessary shipping materials and return labels and coordinate the return of the existing DRX-1 detectors following successful installation and testing of the new detectors.

Equipment Delivery: Within 30 days after award.

Period of Performance: Date of Award through 90 days after award.

Justification for Sole Source

The Government requires Carestream DRX Plus CSI detectors to maintain full compatibility with the existing Carestream digital radiography system currently used by the NIOSH Coal Workers’ Health Surveillance Program.

The existing digital radiography environment consists of Carestream equipment, software, hardware, and established workflow configurations. The required detectors are specifically designed to integrate with the existing Carestream DRX system. The Carestream DRX Plus CSI detectors incorporate Carestream-specific technologies, including system synchronization, wireless communication, and image-processing functionality used within the existing environment.

Use of a detector from another manufacturer would not provide the required direct compatibility with the existing Carestream system and could require replacement or modification of existing system components, development of interfaces or third-party integration, additional testing, training, and maintenance support. Introducing non-Carestream equipment would also create additional technical and operational risks and could disrupt continued radiography operations.

The Government also maintains a separate maintenance arrangement for the existing Carestream DRX system. Standardization with the existing Carestream equipment is necessary to maintain system compatibility, operational continuity, consistent imaging performance, and existing maintenance support.

The contractor must also be authorized to install and integrate Carestream DRX equipment. The requirement therefore includes not only delivery of the detectors, but installation, system integration, testing, and the exchange and return of the existing Carestream detectors.

Based on the Government’s technical requirements and market research, Carestream Health, Inc. has been identified as the only responsible source capable of satisfying the Government’s requirement without substantial duplication of cost, system incompatibility, unacceptable technical risk, or disruption to ongoing operations.

Authority

This acquisition is for commercial products and associated services and is being conducted under FAR Part 12, Acquisition of Commercial Products and Commercial Services, using the applicable simplified procedures.

In accordance with RFO FAR 12.102(a), for acquisitions valued at or below the Simplified Acquisition Threshold, the Government must document the decision that only one source is available and the basis for that decision. The basis for this proposed sole-source acquisition is that only one responsible source can satisfy the Government’s compatibility, integration, installation, and operational requirements.

The circumstances supporting this action are consistent with RFO FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Submission of Capability Statements

Interested parties that believe they are capable of satisfying the Government’s requirement may submit a capability statement electronically.

Responses will be considered solely for the purpose of determining whether the Government should conduct a competitive procurement. A determination by the Government whether to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.

Capability statements must demonstrate the ability to provide two new Carestream DRX Plus CSI detectors (35x43), including authorized onsite installation, integration with the Government’s existing Carestream digital radiography system, testing and verification of proper system operation, and coordination of the exchange and return of the Government’s existing Carestream DRX-1 detectors.

Capability statements must also demonstrate that the proposed source is authorized to provide and install the required Carestream equipment and can perform the requirement without affecting compatibility with the Government’s existing Carestream system, existing system configuration, or maintenance support.
