This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

Install - Medium Sterilizer
STERIS installation includes all necessary labor (non-union) and materials
required to uncrate, set-in-place and assemble STERIS equipment. Price is
for normal working hours, Monday Friday 8 am -5 pm unless otherwise
noted. STERIS also includes with its Installation Services an operational
check-out test, any necessary adjustments and a demonstration of the
equipment for appropriate facility personnel. Please refer to the STERIS
terms and conditions of installation found later in this quotation for a more
detailed description of the scope of work.

Deinstallation - Medium Sterilizers
STERIS will make all necessary utility disconnections (not applicable for
Canada), remove and transport equipment to a predetermined location
within same customer facility for pickup or disposal. Customer is responsible
for decontamination and release of the equipment as non-hazardous.
Equipment disposition from the staging point will be dependent upon
Customer selection of disposal option. If removed equipment is to become
STERIS property, it will be held on-site at the designated location for pickup
by STERIS representative within a reasonable time, not to exceed five (5)
working days.

Disposal of Sterilizers and Generators
STERIS personnel will determine the most efficient method of disposal
including but not inclusive of pick up by STERIS carrier or removal by local
scrapping entity. If deinstallation is not performed by STERIS personnel,
Customer will decontaminate and move equipment to loading dock for pick
up. Please note, disposal of Customer equipment implies Customer
relinquishes ownership rights of disposed equipment.

STATEMENT OF WORK (SOW)
Steam Sterilizer Replacement
East Orange VA Medical Center
1. PURPOSE
This Statement of Work (SOW) defines the requirements for the purchase, delivery, installation, testing, commissioning, deinstallation, and disposal of a replacement steam sterilizer system for the East Orange VA Medical Center. The contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and coordination necessary to provide a fully operational sterilizer system that meets all performance requirements.
2. BACKGROUND
The existing steam sterilizer has experienced repeated failures, including aborted cycles and equipment downtime, reducing Sterile Processing Service (SPS) throughput. A new sterilizer is required to restore reliable processing capability and support safe, compliant reprocessing of reusable medical devices.
3. SCOPE OF WORK
The contractor shall:
Deliver the sterilizer and all required accessories.
Install and integrate the sterilizer into existing utilities and infrastructure.
Perform functional testing, verification, and commissioning.
Remove and stage the existing sterilizer for disposal.
Dispose of decommissioned equipment in compliance with regulations.
Provide operator orientation and installation documentation.
4. SALIENT CHARACTERISTICS
The replacement sterilizer shall meet or exceed the following:
Prevacuum steam sterilization capability suitable for high-throughput instrument processing.
Chamber capacity comparable to a 26 x 37.5 x 66-inch class chamber.
Consistent vacuum performance and reliable sterilization cycle outcomes.
Durable stainless-steel pressure vessel construction.
Compatibility with existing facility utilities (steam, electrical 208/240V, drainage, compressed air as required).
No structural modifications required for installation.
User interface with clear cycle visibility and operator prompts.
Full accessory package including loading car, transfer carriage, docking system, and spare shelf.
Support for cycle documentation, monitoring, and verification.
5. INSTALLATION REQUIREMENTS
The contractor shall:
Coordinate delivery with VA Logistics.
Uncrate, position, secure, and level the sterilizer.
Connect all utilities (steam, electrical, drain, air, controls).
Conduct functional testing and system adjustments.
Complete sterilizer cycle verification testing and provide results.
Provide installation reports and as-installed documentation.
Provide evening/weekend installation capability if required by the VA.
6. DEINSTALLATION REQUIREMENTS
The contractor shall:
Disconnect utilities from the existing sterilizer.
Remove the unit without damaging facility surfaces.
Transport the removed unit to the designated staging location.
7. DISPOSAL SERVICES
The contractor shall:
Dispose of the removed sterilizer and associated components in compliance with all federal, state, and local regulations.
Provide written certification of disposal.
8. SHIPPING AND HANDLING REQUIREMENTS
All shipping shall be pre-paid and insured.
Contractor shall use trained carriers experienced in transporting complex medical equipment.
Delivery must comply with VA dock scheduling and precall requirements.
9. CONTRACTOR RESPONSIBILITIES
The contractor shall:
Coordinate all actions with SPS, Facilities Management, and Logistics.
Provide qualified installation and testing personnel.
Maintain site protection, safety, and infection control compliance.
Provide warranties, validation reports, and operator orientation documentation.
10. GOVERNMENT RESPONSIBILITIES
The Government shall:
Provide site access and confirm utility readiness.
Decontaminate existing sterilizer prior to removal.
Review and approve contractor documentation.
11. ACCEPTANCE CRITERIA
Acceptance shall occur when:
Installation is complete and system is fully operational.
All functional, safety, and validation testing is successfully completed.
All required documentation is submitted and approved.
Operator orientation is completed.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of RFO FAR 12. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
FAR 52.212-2 Evaluation-Commercial Products and Commercial Services: In accordance with RFO FAR 12.201-1 and FAR 12.201-2 when appropriate, the contracting officer may (1) Insert the provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, in solicitations for commercial products or commercial services.
