1. NOTICE AND DISCLAIMER
This is a Request for Information (RFI) issued solely for market intelligence and acquisition planning purposes. It does not constitute a formal Solicitation, Request for Proposal (RFP), or Request for Qualifications (RFQ), and no solicitation is currently available. Participation in this RFI is strictly voluntary. The Government will not award any agreement or contract as a result of this notice, nor will it reimburse respondents for any costs associated with preparing or submitting a response. Submission of a response does not obligate the Government in any way and will not affect a firm's ability to submit a proposal should formal solicitation be issued in the future.

2. PURPOSE
U.S. Army Corps of Engineers, Portland District is requesting industry input on Small Business Subcontract Goals for an upcoming solicitation.
3. SCOPE OF WORK
Contractor will pick-up five below-the-hook (BTH) lifting devices from the John Day powerhouse, remove and dispose of lead paint from the devices, make critical weld repairs at an off-site shop, paint the lifting devices, perform 125% load testing, and return the devices to John Day powerhouse. Devices are considered real property.
Magnitude of Construction is $1,000,000 and $5,000,000.

5. REQUESTED FEEDBACK / RESPONSE INSTRUCTIONS
The Government requests industry feedback on the suggested Small Business subcontracting goals identified in this RFI. Respondents are encouraged to review the scope of work and provide input on whether the proposed goals are realistic, challenging and attainable for this requirement.
If a respondent believes alternative goals would be more appropriate, the respondent is encouraged to propose recommended counter-goals and provide the supporting rationale.
At a minimum, respondents are requested to address the following:
a. Respondent Interest/Role
Respondents are requested to identify whether they intend to pursue this requirement as a prime contractor or as a subcontractor.
b. Achievability of Suggested Goals
State whether the suggested subcontracting goal ranges are realistic for the work described in this RFI.
c. Recommended Counter-Goals
If different goals are recommended, provide proposed subcontracting goal percentages or ranges for each category below:
d. Rationale for Recommendations
Explain the basis for any recommended change to the Government’s suggested goal ranges. Include, as applicable:
e. Subcontracting Feasibility by Work Element
Identify which portions of the work are likely to be subcontracted and which portions are more likely to be self-performed by the prime contractor. If useful, address the following elements:
f. Market Constraints / Barriers
Identify any factors that may limit small business participation or affect achievement of the suggested goals.
g. Assumptions
State any assumptions used in developing the response.
Responses should be limited to information relevant to market research and acquisition planning. Proprietary information, if any, should be clearly identified and marked accordingly.
This RFI is issued for market research purposes only. Responses will be used to inform the Government’s acquisition planning and development of subcontracting goals. The Government may adopt, revise, or decline to use any feedback received.
