1. Introduction/Background

The U.S. Army Combat Capabilities Development Command Armaments Center (DEVCOM AC) Munitions Engineering Technology Center (METC), Medium and Cannon Caliber Munitions Division FCDD-ACM-MJ at Picatinny Arsenal, NJ is issuing this sources sought notice to conduct market research to determine the ability to perform complete life cycle engineering for a wide variety of munition systems across DEVCOM AC for various customers. This includes exploratory, advanced and engineering development, experimental testing, quality engineering, evaluation and qualification of munition systems and component concepts, as well as production and manufacturing engineering for munition systems and components.

IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.

3.Requirements: 

3.1 The Contractor shall provide qualified engineering professionals to perform comprehensive engineering functions supporting the research, design, development, test and evaluation, production, and sustainment of advanced munition systems. The Contractor shall apply engineering competencies to solve complex technical challenges throughout the munition system lifecycle by executing rigorous engineering activities. The Contractor shall apply core engineering disciplines by executing critical technical activities such as performing requirements decomposition and system architecture design; creating detailed Computer-Aided Design (CAD) models; conducting structural, thermal, and kinematic finite element analysis (FEA); designing analog and digital circuit boards; developing embedded software and control algorithms; and formulating developmental test plans alongside post-test data reduction. Through these tasks, the Contractor shall deliver engineering artifacts such as Interface Control Documents (ICDs), Technical Data Packages (TDPs), simulation reports, and software version descriptions and actively participate in formal/informal reviews to ensure robust engineering rigor, standard methodologies, and scientific discipline are applied to the development, production, and sustainment of the munition systems.  They will review designs and Engineering Change Proposals (ECPs) against military and commercial specifications, Geometric Dimensioning and Tolerancing (GD&T) standards, and producibility standards and proactively identifying opportunities to reduce costs, accelerate schedules, optimize manufacturing processes, and elevate overall quality. Throughout the life cycle, the contractor shall be responsible for supporting project preparation encompassing planning, cost analysis, scheduling, facility coordination, and integration. Finally, they shall be responsible for collaborating with multi-disciplinary program teams to support the reliable delivery and sustained performance of munition systems, aligning all efforts with operational utility and organizational mission requirements.

3.2 The individuals are expected to travel on a semi-regular basis.

3.3 The Contractor shall attend, support, and report on meetings, review documents, contribute to the preparation of original documents, analyze cost, performance, risk, and provide recommendations or courses of action and ensure objectives are met.

3.4 The Contractor shall support the generation and review of briefing materials.

3.5 The Contractor shall support, coordinate, participate, and record regular Integrated Product Team (IPT) meetings on assigned projects/programs.

3.6 The Contractor shall provide technical advice regarding project feasibility, definitions of project scope, complexities/risk involved, phases required, and time schedules.

           

3.7 The Contractor shall keep project team leads/ Armaments Project Officer (APO) and Branch and Division supervisors informed of program/project status, issues, problems and recommendations through oral communication, proper documentation including trip reports and attendance at regularly scheduled and informal meetings. Provide technical support and advice to project team leads/APOs and Branch and Division supervisors on engineering aspects of assigned munition systems. This shall include solution recommendations regarding major problems and conflicting requirements with assigned projects/programs.

4. Background

The applicable NAICS code for this requirement is 541330 Engineering Services 

and the PSC code is R425 Engineering and Technical Services. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capability statement.

5. Submission Details

Interested contractors are strongly encouraged to submit a capabilities statement with the following information:

5.1 Ability to provide a product that meets the above specifications.

5.2 Historical information demonstrating that you have the ability to provide the product (contract number(s), dollar value(s), Point of Contacts, and brief description of work performed).

5.3 In addition, please provide full company name and address, point of contact with telephone number and email address, CAGE Code and Unique Entity Identifier (UEI) number, size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.) and applicable NAICS, Product Service Code (PSC), and website (if applicable). All data should be provided at no cost to the US Government by October 3, 2026 at 3PM EDT.

5.4 Contractors must be properly registered in the Government System for Award Management database (SAM).  Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov.

5.5 This is a market survey for information only and shall not be construed as a request for a proposal or as an obligation on the part of the US Government.  The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
