The Department of Veterans Affairs Medical Center (VAMC), HSA 1.3 Contracting, 200 Veterans Drive, Beckley, WV 25801, is soliciting Architect/Engineer (A/E) Services to provide Schematic Design, Life Cycle Cost Analysis (LCCA), Design Development, Construction and Bid Documents, Specifications, Construction Cost Estimates, and construction period services for the Renovate Specialty Clinics on 2nd Floor project at the Beckley VAMC, 200 Veterans Drive, Beckley, WV 25801.

Submission Requirements
This acquisition is for A/E Services and is procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. To be considered for this contract, firms shall submit SF 330s electronically as follows:
Submit SF 330 Parts I and II by email to millard.adkins@va.gov as a single Adobe PDF file (no larger than 10 MB). No ZIP files. Receipt must be confirmed.
SF 330s are due no later than 2:00 p.m. Eastern Standard Time on October 26, 2026.

General Information
This is a Service Disabled Veteran Owned Small Business set aside. NAICS 541310; size standard $12.5 million. No solicitation package or bidder/plan holder list will be issued, and no solicitation documents are available. This procurement is subject to the availability of funds. The Government is under no obligation to award a contract because of this announcement.
A/E Eligibility and Disciplines
The selected A/E firm shall meet the FAR 2.101 definition of Architect engineer services as defined in 40 U.S.C. 1102 and FAR 36.6. The SDVOSB architectural firm must employ the principal Architect responsible for the design of this project and be heavily involved in all aspects of the design, including stamping drawings along with other team disciplines. A/Es signing drawings must be licensed; licenses are required at the time of award.
Disciplines expected to be required: Architecture; Structural; Civil; Mechanical (HVAC); Plumbing; Electrical; Fire Protection; Industrial Hygiene; Interior Design; Surveying; Cost Estimating; Certified Physical Security Specialist; and other A/E services as defined by FAR 36.6 as necessary.

A/E SCOPE OF WORK
GENERAL: This project, Non-recurring Maintenance, will engage an architectural/engineering (A/E) firm to provide a complete design for a new renovation of our 2nd floor specialty and support space to create updated clinic spaces. This project would provide much needed improvements at the VA Beckley Campus.
This project will require extensive assistance from the A/E interior designer as this is an area that is viewed heavily by Veterans, family, visitors, and staff throughout the day to day while in the building. Our facility presently does not have an interior designer on staff. Therefore, this will require the A/E interior designer to be heavily engaged with the VA staff throughout the entire process to achieve an aesthetically pleasing appearance to the 2nd floor. Although the project is for approximately 16,530 square feet on the 2nd, an all-inclusive concept will need to be created. This will lay the groundwork to provide a world class care setting for this hospital. This project will help reinforce the quality of care that our Veterans receive.
The A/E would be expected to collaborate with other A/E firms involved in other projects throughout the facility.
The renovation is anticipated to be extensive due to the building s original construction dating back to the 1950 s. Given its age, significant upgrades to all systems are expected to be necessary to meet current code, standards, and VA requirements.
PURPOSE: The desired result is to provide improvements for approximately 16,530 square feet of specialty clinic space, located on the 2nd floor of BECVAMC Building 1. The renovation will provide our veterans with an updated central check-in and waiting area, improved wayfinding through updated layout, and improved traffic flows. It will also improve the clinic layout as the current clinic space was originally designed for medical surgical care.
The 2nd floor has approximately 58,853 square feet that must be evaluated to determine the optimum location and layout for clinic space. The existing conditions for specialty clinics are spread over many floors of the hospital with hopes to bring or relocate most/many to the 2nd floor.
This project would allow our facility to utilize a one-stop care approach by bringing services directly to our Veterans in their exam rooms. By creating correctly sized exam rooms it will help to accommodate the Veterans, their family, and caregivers who accompany them to their appointments. The design would also accommodate Veterans who use mobility scooters and larger wheelchairs. Veteran privacy will be enhanced by reducing foot and equipment traffic
This project will renovate to provide space to meet VA guidelines. This project would establish a central check-in and waiting area for the 2nd floor clinics that would be easily accessible and accommodate Veterans and their caregivers. The waiting area would also improve efficiency and wayfinding, as well as increase Veteran satisfaction.
LOCATION: Building 1, primarily on the 2nd floor of the VA Medical Center in Beckley, WV.
PROJECT: This project includes but is not limited to the items listed below.
The architect shall produce construction drawings for a full design encompassing all disciplines. Such as demolition and new construction, interiors, phasing plans for work, infection control plans, outages, mechanical and temporary access during construction, as well as furniture, fixtures, and equipment.
VA Beckley has been approved for the renovation of the 2nd floor area and support space to create, expand clinics that will comply with VA guidelines.
The architect shall verify and detail all utility moves and upgrades to support the renovation floorplans.
All Construction drawings, including phasing, estimates, preconstruction risk assessment and specifications shall be provided to execute a turnkey construction project.
The architect is to provide a plan for temporary relocation of existing clinical and support space to another location within the VA hospital (designated by COR), if needed.
The architect will provide a solution for the entire area in the design.
The architect will provide an interior designer to work extensively with the VA to develop a functional, safe, and aesthetically pleasing floor design.
Construction period services
6.1 Submission review and/or approvals for 100% drawings,
estimate and specification changes.
6.2 Site visits per VA request.
6.2.1 Minimum of 48 visits total (40 for design and 8 for construction).
6.3 Update drawings (as-built conditions from contractor red line drawings), and VA correspondence during construction.
6.4 A/E will respond on site within a twenty-four (24) hour period when requested.
In conjunction with the onsite kickoff meeting, that will include VA clinical staff, an onsite planning session with our Administrative Quad will be required. The VA will provide existing drawings for informational purposes to the A/E firm to review prior to the planning session. During this session it is expected to have the 2nd floor reviewed to determine viable options for the location of the renovated clinics. The goal would be to obtain quad approval moving forward in the design process by choosing the clinic location that best suits the needs of our facility. After the planning session takes place, an onsite kickoff meeting will be needed. This meeting will involve VA staff and help further outline goals and needs of the project. The A/E firm will collaborate with the VA to develop and review differing layout options for further development at the 15%. The VA will conceptually approve the options before proceeding to the 15%. The intent is for the VA to give approval and/or any recommendations/input so the project can proceed working to the 15%. Interior Designer will be required for these meetings and will showcase what the overall goal would be for this project. The Interior Designer is expected to present general design concepts. One site visit by team.
The A/E will be onsite to provide the 15% design review, the revised/enhanced options shall be presented that include existing and proposed space. The objective for the session is to collaborate with clinical staff, as well as, other VA staff within a design charrette format. The presentation and onsite A/E working session will review the provided options or combination of options/designs for VA to approve. The end goal is to approve and finalize the intended area to be renovated, evaluate, and determine the best layout with the working session, and further develop the chosen option finalizing any other goals. All presented options will need to be within budget. Interior Designer meeting will be required. Two site visits by team.
At the 30% design review, the design option with estimated costs shall be presented based on the previous (15% review) in a design charrette. VA leadership will make a final option selection after the 30% review. The preferred options will be executed in the remaining design effort and rendered as 3D output provided to the VA. This expected deliverable should be similar to Revit software animation. Interior Designer meeting will be required. Four site visits by team.
At the 60% design review, narrative report addressing bid deduct alternatives, construction phasing, design calculations or analysis, itemized cost estimate and specifications of the selected design shall be presented. The review will also include the architectural, structural, electrical, plumbing, HVAC, site, fire protection and phasing drawings. Interior Designer meeting will be required. Three site visits.
At the 100% design review, narrative report addressing bid deduct alternatives, design calculations or analysis of the selected design, itemized cost estimate and specifications shall be presented. The review will also include the architectural, structural, electrical, plumbing, HVAC, site, fire protection and phasing drawings. Two site visits by team.
At the final design review, narrative report addressing bid deduct alternatives, design calculations or analysis of the selected design, itemized cost estimate and specifications shall be presented. The final review will also include the architectural, structural, electrical, plumbing, HVAC, site, fire protection and phasing drawings.
Final Inspection with one site visit.
Design shall comply with all current VA design requirements and specifications. It shall also comply/meet the requirements set forth in the Design Guide/s (latest edition).

Work is located at the VA Medical Center in Beckley, WV, primarily on the 2nd floor of Building 1.
The selected A/E will attend pre-bid job showing. Selected A/E shall provide responses to questions asked by potential bidders and issue written responses.
Project shall be designed and constructed to meet all VHA requirements including VA sustainability and green energy initiatives. See Department of Veterans Affairs Sustainable Design Manual (latest version) located at http://www.cfm.va.gov/TIL/.
Project shall be designed with coordination with all VA staff input for various program areas that have impact on this project.
Planning must include a total of 10% deductive bid alternates that will need to be identified and incorporated as part of the bidding documents.
SPECIFICS:
This design should be for a construction budget not to exceed $19,912,000. Completed design shall result in a cost that is within the budget limitations. If the base bid cost exceeds budget, the A/E shall re-design or take necessary steps to reduce the cost so that budget limitations are not exceeded. Deducts will need to be coordinated with the VA and noted on specifications and Final Design drawings.
Provide contract specifications utilizing only the most current VA Master Specifications and edited to remove all impertinent specs for this project.
Attend specified design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. A thorough as-built shall be conducted of the existing site conditions to complete a full detailed set of documents.
Assess the intent and scope of this project and work with the Medical Center staff to develop a final design, specifications and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Beckley Engineering/Facilities Management Service, Safety, Infection Control, National Offices, and Contracting Officer comments into the final design package.
Incorporate in the preliminary drawings the pre-construction risk assessment evaluations that include noise, vibration and infection control.
Provide bound specifications and 100% construction drawings with all references bound. Construction documents will be required to be furnished in hard copy, electronic .dwg & PDF files (AutoCAD 2018 or most current at the time of final design submission) and electronic .pdf files. All AutoCAD drawings (including subcontractors) shall be in an organized drawing file system using its Project Browser/Navigator .
VA cannot send or receive any emails that contains more than 5mb of data. AE shall bind or combine files to conform to the 5mb limit.
Cost estimates will be formulated detailing quantities of materials, labor, profit, overhead, insurance, taxes, etc. in the format found at
http://www.cfm.va.gov
Final drawings will detail measures to be taken by the contractor to assure life safety and infection control. A stated above a preconstruction risk assessment will be completed finalized and included in project submissions.
Plans for phasing construction to minimize impact on the medical center will be incorporated into the construction documents. Plan construction activities to include impacts on the medical center such as relocating patient and staff, equipment, providing temporary barriers, providing temporary utilities, minimizing impact on patient flow, etc.
Provide construction administration to include shop drawings/submittal review, site inspections, and RFI response.
SITE INVESTIGATIONS:
A/E shall make site visits as necessary to verify existing conditions and interview VA staff. Note: Information including drawings and other documentation provided to the A/E is used as reference only. All dimensions and existing conditions will be field verified and documented by the AE in the final design package. All additional references and specifications are available in VHA s Technical Information Library at address http://www.cfm.va.gov/TIL/. A/E shall field verify every aspect that relates to the project. Coordinate visits with the Project Manager/Contracting Officer Representative (COR)
assigned after award. The A/E shall arrange for and oversee the performance of such investigations. Auto CAD architectural background drawings will be provided by the VA upon request.
The A/E shall independently field verify all existing dimensions, wall layouts, utilities, material types and every other design aspect that relates to the project.

*Design and design review time can be faster than indicated in the schedule above and may result in faster completion of the project design (or float in the VA or A/E schedule reviews). The design must be reviewed by higher level VA central office and could have an impact on time.
Note: An onsite kickoff meeting will be scheduled with the A/E and VA staff for the start of the project to further outline goals and needs of the project.
DESIGN REQUIREMENTS:
Expectations: Submit complete review package in accordance with the following requirements and guidelines outlined in https://www.cfm.va.gov/contract/ae.asp. Please pay specific attention to the schematic, design and construction submission requirements. As appropriate depending upon the complexity of the design, the A/E and VA team may elect to delete individual submissions which are not required.
Deliver:
All design packages will be delivered directly to FMSL (Engineering) on the established dates for VA review. A transmittal letter is required to go to the Contracting Officer on the same day as delivery. Include all information as follows and as outlined in the attachments for each submission. Information required for each submittal is outlined in Program Guide PG-18-15 Volume C November 2008. The manual is available at the following address: http://www.cfm.va.gov/contract/aeDesSubReq.asp. Prepare working drawings on AutoCAD MEP/Architecture, 2018 versions or most current at the time of final design submission, utilizing its smart capabilities chases. All AutoCAD drawings (including subcontractors) shall be in an organized drawing file system using its Project Browser/Navigator .
Note: In the interest of time, electronic submittals of design documents are preferred to expedite review time. PDF Email Attachments (5mb limit) or an internet Share Point site for file downloads are acceptable. Final and As Built copies should be supplied in both electronic and Hard Copy formats.
Design Development 100%: Attachment D 100% Submission Requirements

FINAL Contract Documents (CD): Attachment E Submission Requirements
Submit a complete document of all contract requirements. The Cover Page shall be submitted for approval signatures. If necessary, update and submit until approved by the VA. Consolidate all necessary submittals by specification section on an Excel spreadsheet. Checklist to be utilized to track/monitor submittal process.
CONSTRUCTION PERIOD SERVICES:
The A/E will attend pre-bid job showing. A/E shall provide responses to questions asked by potential bidders and issue written responses.
Provide assistance to the VA to determine whether the contractor or subcontractor meets qualification requirements, support by written recommendations of any problems or litigation encountered in past based on firsthand knowledge.
The A/E will review all submissions and provide recommendations to the VA within five
calendar days upon request. AE will review and provide replies to contractor / VA generated RFIs when required by the project manager within five calendar days.
AE will review contractor's cost estimates, methods of work, materials and provide recommendations to the VA.
Make site visits on requests of the VA and prepare written reports to include agreed upon changes in design as determined necessary during the construction. Visits made based on errors and omissions in design will be at no cost to the VA.
Participate in partial/final acceptance inspections as scheduled and generate punch list items for completion. The punch list shall reference the contract documents for specific deficiencies (i.e. specification section, drawing detail, etc.)
Prepare as-built drawings on original set with A/E s stamp, based on record drawings that the contractor kept during construction. Transpose contractor s as-builts to
AutoCAD (.dwg) and provide a set of updated as-builts on CD within 30 days to the Project Engineer. Final drawing submittal will include hard copies as described for other submissions as well as a CD clearly labeled with the project name, number and submittal date containing: Folder labeled bid documents . All specifications bound in one (1) word document (make sure spec sections are separated by page breaks). All drawing sheets in one .pdf file.
All bound or combined files shall be limited to 5mb.
Folder labeled DWG s with subfolders containing engineering disciplines (Architectural, MEP, Structural, Civil, etc.) which includes the .arj file (for every discipline) to launch and organize the drawing file system and make all drawings the current project inside of AutoCAD.
Folder labeled PDF sheets containing separate .pdf documents for each discipline.
Folder labeled cost estimate containing a copy of the final construction cost estimate documents.
Folder labeled calculations containing final calculation documents.
Folder labeled specifications with a word document for each spec section.
Folder labeled misc for IH reports, materials testing, VPDES permit, soils tests, sustainability checklist, etc.
Upon construction completion, red line drawings will be furnished to the A/E to prepare as built drawings. Final as built drawings will be furnished as master building drawings in a project manager format prescribed by the VA.
The A/E shall review and approve all specified equipment and installation submittals and shop drawings. The A/E shall attend the pre-construction conference to review and
confirm project scope. During construction, the A/E shall allow for a minimum of 8 site visits as directed and scheduled by the COR.
Architect/Engineer Energy Scope of Work
Energy Requirements for the Procurement of all New Construction, Major & Minor Renovation Projects:
1. New Construction:
All new construction shall be designed to achieve an energy consumption level that is at least 30% below the level achieved under the latest ASHRAE Standard, if life-cycle cost effective. Use Appendix G of ASHRAE Standard 90.1-2004 to document the energy savings.
Should the 30% reduction in energy consumption prove not to be life-cycle cost effective, then the A/E shall evaluate alternative designs at 5% successive decrements to identify the most energy-efficient design that is life-cycle cost effective.
The following parameters shall be used for performing the analysis:
20-year life-cycle period for system comparisons
Use Public domain programs such as TRACE, E-CUBE, Carrier E20-II, etc.
7% Discount Factor
Neither include taxes, nor insurance while computing cost.
2. Major & Minor Renovations and Major Equipment Replacements:
For Major Renovations: Shall include any renovation where an entire area is gutted and rebuilt. Any replacement of central HVAC equipment or changes in air distribution shall be considered a Major Renovation.
Reduce the energy cost budget by 20% below pre-renovations 2003 baseline. A/E shall estimate 2003 baseline energy consumption before the renovation and compare it to the proposed design after the renovation and document the 20% savings. The primary unit for energy budget reporting is the British Thermal Unit (BTU) per square foot of the area to be renovated. A/E shall develop the energy budget as required in ASHRAE 90.1-2004, Appendix G, using the same parameters outlined above for new construction.
For Minor Renovations: Shall be defined as a small portion of a building, where only architectural treatments, or simple equipment replacement is planned. The renovation will have little to no impact on the central HVAC System, or energy use within the renovated area.
Any part of the renovation which impacts energy consumption shall be designed with the mandate to reduce energy consumption. For example, if exterior walls are part of
the project, then their R-Value shall be increased. If lighting fixtures are to be replaced, then they shall be replaced with the most energy efficient fixture that is cost effective (20-year life).
3. Renewable Energy Resources:
For any work, renewable (geothermal, heat recovery, wind, PV solar, solar hot water, etc.) shall be evaluated for life-cycle cost effectiveness.

Evaluation and Selection Information
This acquisition is for Architect/Engineer services and is procured in accordance with the Brooks Act (FAR Subpart 36.6). All submissions will be evaluated in accordance with the criteria below. A shortlist of approximately three to five firms deemed most highly qualified after initial source selection will be chosen for interviews (teleconference or virtual). The Government will not pay or reimburse any costs associated with responding to this request and is under no obligation to award a contract as a result of this announcement.
Evaluation Factors (SF 330): Factors I, II, and III are of equal importance and are collectively more important than factors IV, V and VI. Factor V is more important than Factors IV and VI. Factors IV and VI are of equal importance.
I. Professional Qualifications Necessary for Satisfactory Performance of Required Services
Identify the proposed Project Manager (PM) and each proposed key discipline lead. State each person s discipline, project role, responsibility, availability, and relevant experience. Describe the PM s discipline, years of relevant project management experience, and experience managing outpatient healthcare or clinic renovation projects comparable in scope and complexity. Describe experience applying relevant VA design criteria, technical requirements, life safety requirements, infection control/occupied facility constraints, and VA project delivery processes applicable to the announced scope. Describe the proposed team s experience designing and supporting construction of outpatient clinic renovations or fit outs in existing facilities, including construction phase services and occupied facility coordination.
II. Specialized Experience and Technical Competence in Comparable Healthcare/Clinic Renovation Work
Identify the proposed discipline leads and specialty consultants required by the scope, including architecture, interior design, mechanical, electrical, plumbing/fire protection, and other disciplines as applicable. Describe the firm s and proposed team s experience with project specific technical features (e.g., MEP renovation, electrical distribution, emergency power, HVAC modifications, clinical space systems, fire protection/life safety systems, low voltage/IT coordination, medical gas systems, infection control/occupied facility coordination). Relevant VA experience and comparable non VA healthcare experience will be considered. Greater credit may be given for demonstrated familiarity with requirements materially applicable to this project. For this factor, recent experience means projects completed, substantially completed, or actively performed within five years before the response due date.
III. Past Performance on Contracts with Government Agencies and Private Industry in Terms of Cost Control, Quality of Work, and Compliance with Performance Schedules
Discuss the firm s recent, relevant experience on Government and private sector projects, emphasizing healthcare/clinic/patient care or comparable renovation projects in existing facilities. Describe the firm s performance related to quality of A/E services, cost control and design to budget efforts, schedule compliance, coordination, and work in occupied or phased environments, as applicable. Identify up to five projects most relevant to this requirement; for each, briefly describe the scope, the firm s role, roles of proposed key personnel, schedule and cost control performance, and final outcome. Include one lesson learned or challenge from a relevant project and the action taken to address it. Disclose any final, substantiated adverse performance finding, final judgment, or final arbitration decision issued within the past five years materially related to the firm s A/E services (design quality, coordination, cost control, schedule performance). For each matter, provide project name, client, issue, final outcome, and corrective action taken. Do not include privileged, sealed, confidential settlement, or otherwise legally protected information. Unresolved allegations, pending claims, or pending disputes do not need to be disclosed.
IV. Organization, Management, and Quality Control
Describe the proposed project organization (key personnel, subconsultants, responsibilities, and reporting relationships). Explain the firm s approach to team and subconsultant management, discipline coordination, quality control reviews, Government communication, issue resolution, and corrective action. Describe how the approach addresses risks of renovating specialty clinics in an existing/occupied facility, including phasing and applicable healthcare/VA requirements. Provide one comparable project example demonstrating successful use of the proposed approach.
V. Capacity to Accomplish the Work in the Required Time
Describe the firm s capacity to perform the required services within the anticipated project schedule. Identify the PM, key personnel, and subconsultants; their responsibilities; current workload and other material commitments; and availability for this project. Describe how the firm will staff and manage the work through project milestones without adversely affecting schedule, quality, or coordination. Identify potential resource conflicts and the firm s plan to address them, including contingency resources available if needed.
VI. Geographic Location in the General Geographical Area and Knowledge of Locality
Describe the firm s ability to provide timely and effective support for this project at VAMC Beckley, West Virginia. Identify the staffed office(s) that will perform the work; location of the PM and key personnel; anticipated availability for site visits, meetings, and construction phase support; and any local/regional resources that will support the project. Describe the firm s knowledge of local conditions relevant to this requirement, including familiarity with VAMC Beckley or comparable regional healthcare facilities; existing facility and campus coordination; regional construction and logistical conditions; and applicable local permitting, utility, or stakeholder coordination requirements.

A/E disciplines include, but are not limited to, Architectural, Civil, and Mechanical/Electrical/Plumbing (MEP) (estimating; structural; mechanical [HVAC]; electrical; plumbing; geotechnical; certified physical security specialist; and healthcare related engineering services). Award is contingent upon the availability of funds.
