The Department of the Interior (DOI) Bureau of Indian Affairs (BIA) Great Plains Regional Office is seeking qualified Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE), or Small Businesses (SB) capable of performing Architect-Engineering (A-E) Services. Prior Government contract work is not required for submitting a response under this notice.
This Sources Sought Notice is a market research tool only. IA will refer to this procurement as the “CCTV Design & Upgrade Architect-Engineering Contract” (SRAFTA-AE-PO). We anticipate issuing a solicitation in the Summer of 2026 and awarding the contract in late 2026.
IA seeks market information on the number and availability of A-E firms qualified to accomplish work related to the following mission area of Closed-Circuit Television (CCTV) System Design & Upgrade for: (1) Fort Totten Agency (FTA) and (2) Standing Rock Agency (SRA).
BIA anticipates one (1) contract will be awarded as a result of a potential solicitation.
The North American Industry Classification System (NAICS) code for this project is 541330 Engineering Services. The Small Business Size Standard is $25,500,000 ($25.5M).
Project Overview
The Government is seeking qualified, experienced sources capable of performing the following work on the Fort Totten Agency (FTA) and Standing Rock Agency (SRA) Closed-Circuit Television (CCTV) System Design & Upgrade for:
1. Professional engineering and technical design services for the development of a comprehensive Closed-Circuit Television (CCTV) Surveillance System upgrade. At a minimum, the project will consist of assessing the facility’s camera surveillance system and intercom system to determine the current condition to identify requirements and complete design plans, specifications, estimated cost of construction, and supporting documents meeting Bureau of Indian Affairs (BIA) standards and requirements.
2. Identification all existing intercom stations, master stations, paging points, call buttons, and emergency or duress devices throughout the facility. As part of the assessment, the Contractor shall evaluate the condition and functionality of all wiring, conduit pathways, power supplies, backboxes, and any network connections associated with the legacy intercom system.
3. Determination, if any deficiencies within the system, including unreliable communication, poor audio clarity, nonfunctioning devices, degraded components, or insufficient coverage in operational areas. Additionally, the Contractor shall determine all potential integration points between the intercom system and the existing detention control or security electronics infrastructure to ensure compatibility and support a fully coordinated system upgrade.
4. Responsible for design services provided by the Architect-Engineer firm during project design phase as well as construction services provided during project construction phase. Design Build Contractor is responsible for all work performed by consultants during all phases.
Notice Response
It is requested that interested small businesses submit to the Contracting Officer a brief capabilities statement package including all the information contained in this notice in order to demonstrate the ability to perform the services described. The Firm’s response to this notice shall be limited to 10 pages and shall include the following information:
1. Firm’s name, address, point of contact, phone number, and e-mail address.
2. Firm’s capability to perform a contract of this magnitude and complexity same or similar to the CCTV System Design and Upgrade for the Standing Rock Agency and Fort Totten Agency (include firm’s capability to execute construction, comparable work performed within the past 5 years).
3. Brief descriptions of at least three example projects, including: customer name, timeliness of performance, customer satisfaction, and dollar value of the project.
4. Firm’s experience with the minimum capabilities listed in this Sources Sought Notice.
5. Firm’s Business Type – Socio-Economic Interested Small Business, i.e. 8(a), ISBEE, HUBZone, SDVOSB, WOSB.
6. Joint Ventures (existing), including Mentor Protégés, should submit information about the Joint Venture structure and team members. Other teaming arrangement information should be submitted such that the Government can understand the relationships, responsibilities, and roles of team members.
All interested firms must be registered in SAM.gov to be eligible for award of Government contracts.
The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services as applicable.
